Sure seems like it could be. Right now there aren't really enough shuffle mechanics to build around it though. Maybe there will be more cards added in this set to support it.
I think more likely it might interact with the combo mechanic - play X combo cards, etc.

Weapons seem like they'd be a problem, Deathrattle I highly doubt, stealth is a possibility but I'm leaning towards shuffle. At least for the actual quest. Probably a more midrange quest like the druid one is where the requirement is fairly low, but between Garrote, Mankrik, Ticket Master, there's a fair bit of shuffle in rogue.
No idea what the reward could be, though. Maybe you discover a card from your deck every turn instead of drawing and it costs 2 less?
I thinking about rogue questline will be related to adding cards to your deck. You do you think it will be?
Minions on Hand gaining Perma Stealth could be the last Reward. Would be a bit broken tho :o

That's too much like the Shaman Questline. I hope they wouldn't copy-paste their own design like that for something as big as Questlines.
