I notice when demon hunters use skull of Gildan and they pull out soul fragments their next card still takes the discount and not the fragment so assume this method would apply to rogue galakron but it didn't. 

I played full invoked gala and first card was a ticket draw 3/3 and my next card was cthun spell no discount so 5 mana followed by 3 discounted deck cards.

Actually the next card doesn’t take the discount at all after a soul fragment in DH check again next time you see it

Are you sure Skull and soul fragments interact that way? I thought the discount was not applied to the next card, if you drew a soul fragment.

As far as I know,when DH draws a soul fragment the next card drawn hasn't reduced cost. So I suppose it's the same with galakrond rogue
