Hunter get CotW for 8 manas and only the broken shaman can keep a fight with that and now have the best hero card of all time.
Druid get UI + insane consistency in ramp/armor/draw making a 30 cards deck never fail to find your combo pieces, have your time of absolute domain with 80% of the ladder.
Warlock get the best recruit cards, the best removals, the best healing and in that time the best DK.
Priest get the degenerated combo Raza + DK, a deck can kill a opponent with 5 armor and 30 health + a full board of taunts in one turn from hand.
How many expansions will need to finally have something close to this cards for rogue? See all rogue class cards in all expansions of this game history and you don't find a single card close to power of all this cards I mention, why?

The original Edwin Van Cleef had Stealth. That card was absolutely nuts. Not only that, but rogue also had Conceal, which would single-handedly win them games. Preparation is a card that warps the game entirely around itself and rogue's new spells are constantly balanced around its existence.

Quest Rogue is an archetype that was nerfed directly twice, and indirectly once with the nerf of Giggling Inventor (it was a strong card, yes, but it singlehandedly revived the archetype on top of that). Odd Rogue is a dominant deck, but due mainly to the 2/2 weapon, new neutral cards, and classic Rogue cards.
Odd Rogue is the only rogue deck that doesn't abuse Preparation, and that's because it can't. So every spell is balanced around it existing, and the day Prep gets rotated (I would bet money that it's next for the Hall of Fame) Rogue will be gutted.
The Caverns Below. This card alone invalidates your argument, for it holds the record of card that has been nerfed most times, and STILL it is playable and acceptably strong. Arguably Rogue has the most broken card that has ever existed in the game, considering the times it has been nerfed.
Perhaps when one of the devs feels like making a rogue deck to play on those rare occasions they actually play the game. For now, druid meets their needs.

Until this expansion, rogue had a tier one deck in the form of odd rogue (It might still be tier one). They might currently have another tier one kingsbane deck. Decks that are very close to being good are Academic Espionage and deathrattle rogue. For the memes there is pogo hopper. How much more can you ask for? Also, as Junus mentioned, the quest still exists and still has potential.
Priest is clearly the class that needed the most help last expansion followed by warrior. Honestly though, most classes had strong decks last expansion.

Anytime there is a themed card for each class, rogue gets the most shitty one. Rogue has the worst spellstone, the worst spirit in rastakhan (maybe not loa, cause all except mage loa looks bad to me), worst dk (yes, is funny, and give value, but is overcosted and not that useful at all).

Priest is one of the most classes with low costed spells, but not all of them are auto include or as strong as Shadow Visions because of Lyra the Sunshard and Radiant Elemental, also Prophet Velen Prevent low costed damaging spells to avoid easy OTK, your spells' dmg are doubled ? no one can't be afraid of that, imagine priest get's his own Frostbolt and Fireball ? or even Pyroblast, it will be the easiest OTK out there.
As a priest main, i'm sad that year of the raven was a bad year for priest, literally 3 expansions without supporting a deck clearly, for example look at Paladin cards, even a retarded can tell they wanted to support odd paladin, but priest ? let just throw random cards at that class so we can fell the 135 cards each expansion, that's why priest has the weirdest decks, even if it's viable.

Would it matter if rogue never got a good card? I mean the community whines over 90% of the decks rogues get that aren't trash tier and the decks get nerfed so that things like warlock can go back to being Tier-Blizzard's-love-child.

So long story short, if rogue gets a broken card the community will just complain and get it nerfed after three months (essentially rendering the new broken rogue card non-existent anyway).

Rogue have the quest but the card is not OP, just turn the game into a coin flip:
You playing hyper aggro = you win.
You playing anything slower than that = I win.

Preparation, Vilespine Slayer, Elven Minstrel and after playing a game where opponent played Gral, the Shark I'm convinced the card is so nutty... 5 mana 5/6 draw Vilespine Slayer.
