Burgle Rogue is a lot of fun, but being matched against another Rogue player is no fun at all. I think this could be fixed by making "burgling" synergies like Tess Greymane and Ethereal Peddler should just apply to any card you burgle from an opponent. Presumably the "from another class" phrase would just be replaced with "stolen from your opponent" or something like that.
I dont think it should be changed, it prevents this archetype to ever become dominant, since it regulates itself by default with shitty mirrors. Im perfectly fine that this is how it works. Yes, it is fun, but no thank you for it to ever become a top tier archetype. And if it does, have fun playin mirrors.

I think facing another Burgle Rogue is still enough fun, and there are ways to get an edge in the mirror matches. Also, there are cards like Face Collector that can still pull cards from another class. Playing against Odd Rogue is pretty unwinnable though.
I built a Jade/Burgle hybrid which works decently in mirror matchups because tri-class cards (Jade Spirit, Aya, Lotus Agents) are considered "other class" cards, this in wild of course, where I also use Gang Up to make more copies of them and Valeera to create an army of Jades. It's slow deck but can hold its own.

Play cards that generate ones from other classes like Lotus Agents, Witch's Cauldron, Grand Crusader or possibly Face Collector. Helps in mirrors.

Greatest weakness of Burgle Rogue is still its inconsistency, with synergies that are heavily bound to a suboptimal card draw engine.
Mirror is just a minor problem, an unfavorable matchup like other decks have.
