I pretty much quit playing this game 3 years ago because I had invested so much time into Rogue and got fed up with how low Rogue win rates were, and I returned thinking it might finally be different and that the game is balanced, but it's worse now than it was before?
It's true, every good rogue deck has been nerfed except jade. Miracle got nerfed several times, Auctioneer was nerfed, Leeroy was nerfed, Conceal was nerfed, and eventually rotated. Oil rogue was a very strong deck but that got rotated out as well as nerfed with the Blade Flurry nerf. Quest Rogue just got the ban hammer (thank fucking god) and the deck hasn't been nearly as good since. Right now Miracle Rogue is playable, but it has trouble when it comes to aggro.
What you posted is not about winrate but about class frequency. The explanation for that is rogue is the most difficult class to play. Most players are turned off by it. That's why you rarely see it on ladder. Makes me proud that it's my main.
about the class's viability, it has always been legend viable. The only time it fell to tier 3 was during TGT. I honestly have no idea why do you think it sucks.

Well you obviously know the source, so you also know that they are the lowest win rate and by a huge margin.
What you're saying is really contradictory. If Rogue simply requires skill to be viable, wouldn't you expect the top players to frequently play the Class? Yet it's the opposite. The higher ranked players are, the less represented Rogue actually is. This is far from balanced, and it's hard to reason that at the top ranks most people don't play Rogue because they aren't skilled enough at the game.
It's the polar opposite. Rogue is extraordinarily weak, and the best players in the world obviously realize this and don't play the deck at all.

Because rogue has such an insane core set, especially with auctioneer, that Blizzard has to promote other archetypes for them. You need several expansions promoting an archetype before it becomes good though (unless you just push it insanely hard in one go)
Blizzard decided to get rid to Blade Flurry without having a competitive alternative archetype. Ever since then, Blizzard is trying to pull Rogue is all sort of directions but none of them proved to be consistent Tier 1. Until last expansion, in which they released Rogue Quest and completely broke the meta and ironically, Blizzard probably never intended Quest Rogue to be that strong.

Well, to be fair blade flurry was broken and quest rogue was complete bs.
1) Because rogue has some broken cards (Preparation, backstab). Thus blizzard keeps giving them shit cards to compensate. 2) "Class identity" is a clever way of saying that rogues get no taunts or heals, so they die to aggro. 3) Rogues hero power is awesome in terms of tempo, but provides very little value later on in the game.
Thing Is, I'd compare Prep to Primordial Glyph and Backstab is just a 1 mana discounted Arcane Shot (which nobody plays). They're not overwhelmingly amazing cards in isolation. They're just so tempo and can be combined with card draw... When that happens with good cards It's an uninteractive steamroll (think original miracle). So the compensation is Rogue gets awful 'combo' cards. Rogue has huge potential and Blizz knows it.
Rogue has a low play rate because most of its decks are a lot harder to win with, especially now that most things are nerfed/rotated. But they have some pretty objectively broken cards and combos. The only people you see playing rogue at high levels are either too pro to deal or they've discovered a weirdly strong deck that hasn't caught on yet. It happens in every expansion with rogue

Well, to be fair blade flurry was broken and quest rogue was complete bs.
Blade Flurry wasn't broken, it was just a very powerful card like many others that are in the game. Oil Rogue was a lot of fun, one of my favourite decks ever.
The rogue numbers are traditionally low because the class usually has decks that do require a lot of skill to play well. That usually doesn't translate well to overall winrate percentages.
People complained about quest rogue (rightly so imo), but even that deck required skill to pilot 100% efficiently, I don't think anyone can deny that.
That being said, it does seem underrepresented on ladder so far, like hunter and mage, at least in my experience. Trump is doing well with his miracle rogue so far, so let's hope it's not be a dead class this expansion.
It's a super strong class with the miracle variety and the jade version is in need of optimization. That said, miracle is the only competitive archetype rogue has atm and it's stale. Blizzard has failed to provide rogue an exciting new deck to play.
Blade flurry probably wouldn't be broken today because rogue lacks weapon buffs they had around the time oil rogue was popular (tinkerer's sharp sword oil was so cool). The idea for nerfing the hell out of blade flurry was to open design space for weapons and weapon buffs... and then they haven't printed a playable weapon or buff until shadow blade. Leeching poison should be 1 mana, and although I think shadow blade is cool, it should have also been a 1 mana buff card for rogue's hero power as it better supports a combo play style and synergy with gadgetzan. Additionally, would have been cool to see doomerang able to go face... but we aren't mages so I guess that's not allowed xD
Rogue has always been fine : it is a class of tricksters, and requires a higher skillcap to play, and has a longer learning curve : not a class for everyone.
Gathering statistics for the class is very tricky, due to its limited popularity, high skill cap and learning curve. But it has always been relevant at higher levels. It's notably the only class featured in all World Champion lineups, for example.
It is also the class that attracts the highest number (and most vocals) whiners, for some reason...
The "whiner" top spot was taken by Priest players a long time ago. (No, I am not Rogue main)

Rogue quest was kinda OP but they nerfed it so whatever (I've only seen it played once ever since the nerf).
