I seem to always find a hard time actually getting the quest in my hand without milling as I will be bouncing cards like Novice Engineer or Swashburglar for added value. I believe these are the correct minions to bounce however, as you're running very limited low power minions and are relying on the quest as your end game boost - is this being to greedy? Should I approach Quest Rogue with the mindset of completing the quest as fast as possible or make value plays with your bouncing? I guess I really don't play this archetype that much to understand
While I am no expert, I do know that the quest always starts in hand. For Quest Rogue, I can't fathom why you would ever mulligan the quest and hope it turns up later. It should always be kept. The goal of the deck (generally speaking) is to complete the quest as quickly as possible.

amm dude, just keep an eye for your hand size - you can mouse over your deck and see how many cards you have and count if you have 10 cards for an example and you decide to bounce one of those two cards - then prep first your hand will consist of 9 cards and you won't mill the reward
either that or drop something useless to keep the reward
edit: on your question about greedy play or not - it depends against slower decks of course you have to out-value them, while finishing the quest faster against faster decks - just try to survive and establish board control, no need to be greedy

if you have 10 cards for an example and you decide to bounce one of those two cards - then prep first
your hand will consist of 9 cards and you won't mill the reward
either that or drop something useless to keep the reward
