I normally play a priest/shaman control deck, but i wanted to try out a rogue, and I hear the big thing with them is cycling cards. So I tried to stuff every card in that would help with that, but i just can't close with this deck. I know I'm using some cards wrong, and even when i win I have <10 health usually. If someone could just tell me what to axe/add to maybe add some synergy or make it more consistent. I've had 2 games go great, and 5 losses where I felt like nothing went right. Feel free to be harsh, I literally slapped this deck together with no solid idea on how to play it.
I used to play miracle but was never that good. I can quickly tell that the taunts have little effect in what you're trying to make, unless you're going for some miracle/midrange which might be splitting your resources a little too much. Sprint also shouldn't be in there. You're trying to cycle, and sprint is just too high of a cost. Don't know your budget but you're gonna want to double up on some cards such as auctioneer, SI:7, and will want to add an Azure Drake and maybe Bloodmage. EDIT* You'll also want to look into getting leeroy or arcane (a nice end game finisher) Toss the Vanish and double up on more of your spells. You want dmg, dmg, dmg.
First of all, since the whole point of your deck is to abuse Gadgetzan Auctioneer, you should get the second copy ASP.
Sinister Strike isn't terrible but it will be a brick in your hand until you get Auctioneer out.
The lack of Eviscerate in the deck is criminal. It is a Rogue's trademark removal spell.
SI:7 Agent is arguably the best card Rogues have available and should be a 2x in every Rogue deck.
Finally, there's various questionable card choices: Jungle Panther, Lord of the Arena, andVanish mainly. I don't find this card choices to be justifiable, but could you explain why you included them?
I see very little killing potential here. And a whole lot of random. If you want to go combo then you need more combo. Mainly 2 eviscerates. I would take out the Owl, panther and spellbreaker for sure. Put in another Defias Ringleader and leper gnome. Probably another cold blood.
That's all I can see without completely reconstructing the deck...
There is too much of single cards in there. That means no consistency. As others have mentioned also cards that are generally bad in constructed and no doubles of top tier cards.
You mention cycling which is key to miracle rogue decks, but you missed why: they try to get their finisher - Leeroy - and double Shadow Step while pushing the opponent to the 18 health lethal range with the Leeroy + Shadow Step combo.
If you want to play that deck, I would recommend to check Floods deck list, highest rated (rogue) list here and then read into all the different modifications possible (mainly Earthen Rings, Fan of Knives, Saps, Conceal, Cold Blood + tech cards).
Jungle Panther was a filler, and I added Lord of the Arena to take heat off my hero, because this deck felt way too squishy. Vanish was a panic card, pretty much. I liked the owl because that + shadowstep let me slow the pace if they rolled out multiple taunts or battlecrys. I also only have 1 SI:7 and Gadgetzan, I'm working on getting more. i don't have a lot of proper cards required for successful rogue decks, like Leeroy Jenkins or Eviscerate. So I'm feeling I should just find a basic rogue deck and run it until I have a good scheme going.
I found a tempo deck that I can (mostly) make, and it's going pretty well so far. But thanks everyone, I pretty much needed to be told to scrap this deck, otherwise my stubbornness would have led to constant tweeking and hoping for good things.

Generally, there are 3 types of rogue:
Miracle (which draws the whole deck with Auctioneer and then performs a 15-25 damage combo in one turn)
Aggro
Midrange
Your looks like nothing in particular, really.
You should decide, what exactly you want to build. For midrange Sinister Strike, Shadowstep and Leper Gnome are too aggressive, Vanish and Lord of the Arena are generally bad, 2 x Fan of Knives and Shiv is usually found in miracle, as well, as Gadgetzan Auctioneer.
So, you should decide what of the three basic types you want to play and craft the deck accordingly.

I really want Pirates to be a playable theme.

Hmm, well that is different. Then you should rather look for the backspace or tempo rogue decks.

1x cards, that's a NO for most of the decks.
