I recently unpacked him and I dont play rogue a ton. Is he worth keeping and making a deck around or should I dust him. I am very new to the game and dont have any other legendaries...I am currently playing either OTK Priest based around Divine Spirit+Inner Flame or Tempo C'Thun Mage: both are super budget decks. I also only have 370 dust atm. If he is worth building a deck around, please link something that is pretty cheap (<1000 dust). Thanks.
Not really the type of card that you need to build a deck around. You can stick him in pretty much any Rogue deck (especially at a beginner level) and he should be pretty good. I would definitely keep unless you plan on never playing Rogue ever.
If you enjoy OTK priest, you are the kind of player who suffers from 'fancy play syndrome' and loves combos, even if they can sometimes lead to frustrating games with dead hands. Hence you will one day come to love miracle rogue. Keep Xaril.

Check out this deck. I'm still missing some of the legends and epics (I'm FTP) from it, but there are plenty of good other cards you can replace them with. This list is A LOT of fun and the write-up/guide is excellent as well:
There are very few legendaries in this set worth dusting, and Xaril isn't one of them. Unless you just absolutely never intend to ever play Rogue, keep it.

I do not think OP is trying to be a troll so i will give him a sincere answer:
Xaril, Poisoned Mind is not only a very good quality ( legendary ) card but it is a tier one card in general. TO DE a tier one card would be a very huge mistake on your part and you would end up regretting it until WOG cycles out of standard. You can say to yourself that you will never play rogue and so why not de it right? Wrong, you may just one day decide that if you cannot beat the ranks than why not join them and learn to pilot rogue.
It is than that you will so very dearly regret de'ing one of the best cards of this latest xpac.
EDIT: No matter how low or desperate you are on dust, do not DE this card. You need to think outside the box and not be short sighted.
Honestly I am really surprised so many ppl advise you to keep Xaril.
OP is short in resources while a competitieve miracle rogue deck costs more than 8k dust, and Xaril is not even must have in this deck. Also miracle rogue is not an easiest deck to start playing HS. I am also pretty sure that OP plays "OTK Priest" not because he likes it so much, but most probably because he has cards only for this deck.
So i would advise you to do the following:
1) Either invest money, keep Xaril and assemble miracle rogue to play it.
2) Or choose one cheap and effective deck for construction games; dust your Xaril to fill the deck with mandatory cards and focus only on this one deck, because it is cheap and effective. The rest of the time grind arenas to fill your collection.

I'm not surprised. On the other hand Xaril is not a must have card for miracle. Also it is not a bad card so you can play it in the right meta. It is good against control decks, but pretty bad against aggro.
It teach you how to reach the high legend bracket by understanding theory and applying practical advice. Written by a high legend player and professional coach.

No. Xaril is a very useful card that generates combo activators, not to mention its Poisons being good cards overall.

Trust me, if you enjoy combo decks (like otk priest is) then you definitely will like xaril once you get into miracle rogue.

Keep it. It's good for many rogue decks, but none of them are cheap. It's still worth holding on to more than a meager 400 dust.
If you are really hard up for dust, disenchant your gvg cards.
