Probably Elise because of Shadow Visions you can get few extra packs. And Elise can be fit in more decks and probably Elise will stay in meta even after new expansion comes out, while i'm not so sure about Lyra.
I have both in mine and they have both been awesome. I removed Holy Nova to fit them in with my two Operatives in the 5 cost slot.
I see lots of control decks and they both can be amazing in the late game. I have no idea what the drop rates on Elise's packs are, but I get a legendary more often than not. Against my last taunt warrior her pack gave me Elise, which I played again and drew her pack again.
Both really. Elise makes a faster impact and can get you amazing value with or without Shadow Visions. Lyra is a little slower as ideally you want to pair with at least on radiant Elemental and a couple useable cheap spells. But in the right setup and rng can pretty much fill your hand and/or win you the game.
Lyra seems the strongest of both, she will win mane games even if it is by bitting removal or pressure your opponent into dealing with her in non efficient ways.
Elise is also nice, with shadow visions she is really strong.
I would say Lyra if you play 80% or more Priest and Elise if you play other classes as well.
Honestly Elise is great, and I DO use her in my Dragon Priest, but if you're playing it right you usually have too many cards in hand to Shadow Visions the Un'Goro pack. I'd say Lyra first because I can usually better manage her output, and she can be played in immediate situations, rather than waiting for Elise's pack or Visions to show up.
Both cards are very strong in what they do, but I think you can't really compare them that well.
Elise, thanks to her being Neutral, is used in many Control and Midrange decks as a: "My deck core is complete, let's fill up the last slots with good stuff" card because of her being a good Tempo play and giving you a random refill lategame.
If you want to play Lyra, you do that deliberately because you also have to play Radiant Elemental and Shadow Visions in order to make her strong. Due to the fact that she is pretty bad on her own, you need some setup to really make her shine (because she's a Sunshard get it? Ok...). But once you get her going, she's most likely gonna give you enough value to win the game.
So while Elise is the better pick overall, you should pick Lyra if you know you're gonna main Priest in the next few expansions.
I would go for Elise, since you are a F2P you can use Elise in other decks aswell. But they would both be great choices, in my priest decks I have always Elise, because of shadow visions. I often have Lyra but not always, I mean it happens that Lyra is just a "dead card" in my hand, while Elise never is.
Elise is probably better considering that you are FTP. Lyra is obviously better, but only playable for one class. Elise on the other hand is good in almost every single deck (Within reason ofc.)

If your dust is limited, I would definitely go for Elise unless you are only interested in playing priest. As far as impact on my deck goes, it's pretty close, but I'd say Elise has given me more games than Lyra. Add that into the fact that Elise is also in my taunt warrior, control paladin, and elemental mage decks and I'd say she has to be the clear choice.
Lyra is going to be better for the deck you're proposing. He fits a midrange deck better because he can have an instant impact on the board and that's the kind of effect you want from a midrange deck.
Elise however has implications in other classes but is more geared towards allowing you to get more value from a longer game e.g. in a control vs control match up.
None of them. Neither have scared me, ever. I think Purify priest is the best one atm. and they usually don't run any legendaries.
Midrange hunter seems to be the most popular ladder deck atm. and those slow value cards will lose you plenty of game vs those.
Lyra can win you the game versus Hunter simply off the coin. I've gone from nothing in hand but the coin and a Radiant Elemental to a full hand in a single turn versus all meta aggro decks. There are some spells that are impossible to cycle, but they are few and far between.
Also, heavily disagree that Midrange Hunter is the most popular ladder deck, at any rank. I think you meant to say Paladin and Mage, which both legendaries are decent against.

I want to make a Dragon Priest Deck and I wanna know which one is a better addition to make it ladder efficient and fun in your opinion.

Elise is the best investment, she will stay viable for 2 years. If Priest is back in tier 4 next expansion, you'd be fucked with Lyra.

I'd go with both, but Elise if I had to choose one. It's necessary to win long games, while Lyra is not necessary to win any matchup.
