If* you are currently short on dust, I'd suggest crafting Ragnaros, Lightlord, as their no real replacement for it. As for Tarim, he's also pretty unique, but you may discover one or two out of your Stonehill Defender so it isn't too much of a deal - but it would be best to have an other in your deck as well, eventually.
I would go with Rag as well, just because of the reason you might discover a Tarim from your Stonehill Defender.
Although I must admit you can use Tarim for a longer time, since he won't rotate out next year (but that is still 10 months away, so I wouldn't worry too much about that )
Close, but I'd go with Tarim, just more useful generally. Lightlord is game winning against mages and some other decks, but Tarim is just great in so many situations. Also Tarim rotates out later than Lightlord.
I would craft Tarim but both are used in most control and midrange pally decks at the moment. The only difference is Tarim is used in almost all decks as he is even in my Aggro murloc deck. A sub for rag could be lay on hands but rag is kind of hard to replace.
Sunkeeper Tarim will stay in standard longer... and his effect is harder to replace Ragnaros, Lightlord will rotate sooner, and although very powerful, could be replaced with Lay on Hands
**Also side note worth considering, Happy Rag is soft taunt target, and usually gets taken out asap. In my experience he will get 1 (maybe two solid heals off if you are lucky) but lay on hands can also get you one solid heal plus the card draw (but you lose the 8/8 body

I recently crafted Ragnaros, Lightlord and I have no regrets. It has already won me many encounters, particularly against pirate warrior and burn mages.
So I'm building a Mid-range Pally deck and I've crafted everything except for two legendaries Sunkeeper Tarim and Ragnaros Lightlord.
I have enough dust to craft one of those. Which one should I craft? And what would be a decent replacement for the one I don't craft?

Tarim every time! Lightlord isnt really nessesery and can be replaced by other healing cards!
tarim is just a gamewinner vs so many decks these days!
Tarim, you can use him both on the Defence and on the Offence.

Craft Tarim and play aggro.
Leeroy Jenkins and forget control or midrange decks, forge a glorious face deck and beat them

Sunkeeper Tarim, which is an awesome card and gives big tempo swings. probebly the best legendary of the last expansion (with Lyra, in my opinion)
