Starving Buzzard is a decent mechanic, but the card itself has major problems. When you compare it to Cult Master, it's easy to see that this card needs a major upgrade.
Cult Master only costs 4 and its actually much easier to combo Cult Master to get good draw than it is Starving Buzzard because the only real way to draw cards off Buzzard is to play them on the same turn that you play Buzzard. Since the card costs 5, this leaves very few opportunities and they are much more limited.
With Cult Master you can play him as the first card on a turn where you have aboard you are going to trade and then draw lots of cards. Cult Master combos well with stuff like Snake Trap, Unleash the Hounds, Violet Wurm, etc. It is possible to draw 7 cards off of Cult Master fairly easily, while the most cards you could draw off of Starving Buzzard is 5 when you're at 10 mana.
So in this case the hero specific card is worse than the neutral one.
Given that the Starving Buzzard almost never lasts more than a single turn, I think the cost of the card should come down to 4 and the health should go up to 3 to give it a little more survivability. At 3 it could potentially survive more AoEs at least.
Blizzard don't know how balance cards, was 2 manas before and hunter draw like a boss with this card, after that they nerf for insane 5 manas making the card an unplayable garbage...

yup, that's what blizzard is well known for, instead of nerfing a card and making it still playable, they just completely destroy it and it's never to be seen again. lol

Yeah, the same goes for Giggling Inventor. Why not take the cost of the card from 5 to 6 instead all the way to 7? They should have taken Starving Buzzard from 3 to 4 instead of going to 5. But even at 4 I think it should have 3 health. At 4 I think the card is about as good as Cult Master, maybe a little worse. For a hero specific card it should be better than the neutral IMO, so making it 4 with 3 health would give ti one more health than Cult Master, making it slightly more survivable.
Blizzard knows exactly what they are doing. If a cards gets the nerf bat treatment and now gives +1 attack to all charging minions instead of an useful effect, they do not intend for that card to stay relevant. Same goes for starving buzzard. If Hunter gets a viable card draw (which I doubt will be the case since it seems to be intended to be Hunters weakness), Blizzard will release a new card and not buff a classic card.

I think the card should be four mana. However, since they made the card five, it should at LEAST have more survivability. Give him +1 health or something. A card with a stagnant effect like Starving Buzzard should have some way to remain on the field and live to seen the start of at least one turn, ESPECAILLY at five mana.

Changing it to a 3/5 is borderline OP - won’t happen either.

Lack of card draw is a fundamental weakness of the class.
Hunter is losing some stuff, but so is every other class. And new cards will be added. Life goes on.
Pre-nerf starving buzzard plus unleash the hounds was so incredibly broken in its day, it was infuriating.
I think "no card draw" is part of what Blizzard is trying to build into the identity of Hunter. Instead the can create other create ways of getting cards like rexxar and rokdelar. I think this is a more interesting an unique way to design the class. Leave starving buzzard dead.

does buzzard work when you summon 2 hyaenas of savanne's death rattle or only if you summon from hand?
Assuming your opponent has 6 minions, sure..
The card reads "summon", not "play", so it works with any summon (from hand, via an effect,...)
So it would work with Savanna's deathrattle.
