It’s tricky yes. Gibber is a way to generate 1 cost minions. Getting creeper to 1 mana is another. Tracker finds more 1 costs. Was playing around with surviving longer, not stacking the deck with 1 cost minions.
I really think Corridor Creeper and Dire Mole are great improvements to the deck, but I'm still critical. Multi-Shot just isn't great, Explosive Trap isn't the best secret to be playing in this meta, and Feral Gibberer is just so weird, but not necessarily bad at all.
If you're running a Starving Buzzard, I think Alleycat should definitely be two of your 1-drops. Unfortunately the deck by nature is super bad against decks with big creatures until it can get the quest off, meaning all the variants of Control Warlock currently in the meta are terrifying match-ups. I feel like the natural thing to do is make the deck as efficient at finishing the quest ASAP while playing the best 1-drops available, and I think this is a good approach to that, but it just needs more good one-drops. Zoo decks are running Mistress of Mixtures, and I think that's a reasonable option here, assuming Alley Cat is already put in before it. I'm curious to see how Gravelsnout Knight would perform for this deck--I don't know if anyone ran the percentages for how positively/negatively it's likely to effect the board, but I'm pretty curious. Bloodsail Corsair + Patches the Pirate is prooobably good, as well.

If I were to change things, I would cut out 2 Multi-Strikes, 2 Explosive Traps, and either 1 Tol'vir Warden or the Starving Buzzard, and add 2 Alleycats, 2 Bloodsail Corsairs, and Patches. Even after that I'd say it still needs more 1-drops. 2 Mistress of Mixtures would be nice. Gibberer is for some reason not a beast--I always thought Fuzzles from Oddworld were beasts but I guess Blizzard disagrees--but I don't think that matters as long as more 1-drop beasts are in the deck to give Crackling Razormaw more value.
You don't complete the quest fast enough vs aggro and start the game with one card less and skip the most important turn for the quest needed, vs control you don't make presure enough until is too late.
The quests should be redesigned, maybe this one be playable if cost 0 mana.

Gibber and creeper are alternate ways to complete the quest. Candleshot and hunters mark have worked great together. Other cards in the deck I test, change out and try something else. Decided to post to the forum for feedback to improve it.
I've always wanted to make this quest work, but I agree you will need a few more 1-cost minions. This type of deck should be more midrange, as you are not going to survive against Cubelock or Raza Priest in the long game. I like your idea of a few more spells to deal with agro though.
I'd also drop the multi-shots, as your first 4 turns really should be about maintaining minions on board to avoid getting stomped by agro. I guess you do have explosive traps, but that's useless once minions get over 2 health (most agro decks can easily do that or already have minions with more than 2 health). So I'd drop both explosive traps for Wandering Monsters, or maybe one of each to see which one performs better.
I'd recommend 2 Raptor Hatchling as they are a one drop that gives you another one drop, which can then be pulled by Tol'vir.
I'd probably also lose a stampede, a candleshot and the starving buzzard. Instead put in 2 alleycats (since their deaths will synergize with Corridor Creeper) and the Death Knight (for helping in the longer game as well as a decent stall mechanic). Then your card draw engines are either the Marsh Queen (once she gives you all the raptors) or the Death Knight (and you can craft cards to sustain yourself).
And I'm curious, so I'll actually try out my own recommendations and see how this does. I'm currently rank 14 (had no desire to rank up this month and played arena almost exclusively except to complete some quests), so I'll see how my build does and report back.
There's always the Keleseth option if you have it. Especially since your only 2 drops are the Razormaws. Also, why no Tundra Rhino to help as a finisher once you complete the quest? I would also remove the Stampedes since this deck doesn't look like it can just hold the few beasts it has to get more value from the Stampedes instead of just having another beast in hand. Fire Fly should be an auto-include in the deck, and Igneous Elemental might not be bad either.

I wouldn't be so sure about that... I used to run Dread Corsairs with Eaglehorn Bow to make them 1 mana and they worked. I would be shocked if the same thing didn't apply to Creeper. I would test that out before assuming that's the case. Similarly, after playing druid's quest reward, Oaken Summons can pull minions that originally cost 10.
No offense but there are much better and consistent ways to run Quest Hunter. You're running Feral Gibbler out of the hope of spawning more when instead you could just run Flame Elemental and guarantee that you get a second one, with both having 1/2 stats. Crackling Razormaw is a good card but not worth excluding Prince Keleseth from the deck. Tundra Rhino is a fantastic finisher with your quest reward while Deathstalker Rexxar is a must-have for generating value when you start running out of steam by having so many 1 drops. I will admit that I like the idea of Corridor Creeper but it's a bit iffy to control that one properly.
Thoughts on this Marsh Queen deck would be appreciated.

Don't have the pirate package available unfortunately. Have updated the deck and will be trying it out.

What if you try cubing an igneous elemental. That would lesson the need for so many 1 drops then u would have more room for secrets and spellstones?
