Yeah, Midrange Hunter is very effective against Quest Rogue. I haven't lost a single game against it using the Dinomancer deck from the Hunter's recipe.
As a QR myself, anything that can pull considerable burn can kill me. Not even just Tempo, but Burn.
It must be said tho that Aggro or Flood, even if favoured, is not necessarily enough: QR can tech up to stall the board, and with sudden and repeated 5/5 charge mobs, it can overwhelm even those archetypes (including Pirate).
Which is good, because it means that games are not just bound to matchups.
Hunter is inherently good because it has enough burn, and that burn is distributed between mobs and spells/buffs.
Mage is possibly even better, because Rogue can do very little against spells. Not Quest Mage tho. That could prove unreliable in terms of burn power.
Ofc hostile card draw, can kill anything. Even with considerable draw power in QR, the deck has limited time to apply it. First turns are crucial.
And then there is the pro 25 rank tip that everyone gives here the dirty rat.Notice that you need to have dirty rat early and pull out a combo piece and to be able to kill that combo piece on the same round,Easy right?However everyone is pro in this forum and has 99% win ratio against it while playing hipster decks.Kind like online conversations about sex where everyone has 20cm d*ck. So I have found a non-aggresive deck tha beats rogue, both quest and the currently more popular plant miracle. Elemental
hand buff paladin, it runs powerful tempo cards as well as just enough taunt to survive, and win by turn seven against rogue, against most decks it wins later, and it can definitely take it to fatigue against a lot of decks. I think there are several ways to build it as well, I don't run wickerflame but instead rag but most run rag, I have been using tar creepers, stone hill defenders, and tol'vir wardens. But some decks have spiked steed and maybe no stonehill. I run Elise but most lists don't and it is more a tech choice against slow stuff and for games where you fatigue because an extra card in deck and more cards to keep pressure on are really good for that.
You can probably build a passable version that beats quest rogue, especially if that is your main goal since the cards that are best for that are all standard elemental or handbuff cards, or they are relatively cheap. Stonehill defender is usually enough, especially if you get a great taunt off of it, so you don't need wickerflame and the rest of the legends are not going to see play in that matchup.

I have extracted this from the guide I've made for my hunter deck, I think it summarizes the situation pretty well.
Quest rogue: hit face as much as you can. Only trade into the minions they can bounce back, and only if you do it with minions that have 2 or 1 attack (it's better to go face otherwise) and you know they might have bouncing tools in hand. Once they got the quest and they are going to use it next turn, not killing their minions is correct if the rogue player's hp is low enough, although trading to avoid 5/5's is usually recommended.
I have found that hunter is probably the best counter to quest rogue. Simply craft a midrange hunter deck and play aggressively.
