I don't have many of the required cards for a meta deck so I am home brewing for now. My collection is viewable and you don't like mechanical welp?! lol
Mechanical welp is not even good enough for deathrattle hunter to want to run it, why would it be any good in any other deck, especially token druid, which tries to go wide on the board and kill you with savage roar + branching paths

This seems really , just, incomplete. There seems to be a lot of random cards everywhere. Here's my token druid deck, it's not perfect but works decent

TY for the feedback! I don't want to spend the dust to craft another whispering woods right now as the new expansion is about to drop. I removed the Hench clan thug with another soul of the forest.
Volodim suggested some really good cards, so building on top of his advice, with a limited card pool, tight budget, and don't want to buy "soon to rotate to wild" package, I would suggest:
Mulchmuncher - You will always get quite a few trees in your matchups, which means this card is actually decent if you're on a budget
Microtech Controller - 3 Tokens in one card, common, and the bots can be magnetized by your Zilliax, great for budget deck.
Giggling Inventor- No joke, despite the nerf, she's still great in token deck, just not insanely great.
These four are all Boomsday cards, which means they will stay in Standard for a while.
Your deck is also very low on card draw, seeing Ultimate Infestation is rotating out soon, I would suggest crafting two Nourish instead, or put a Cult Master in your deck.
Cards I would suggest remove from your deck:
Bewitched Guardian, Mechanical Whelp, Naturalize, Druid of the Claw (In that order).

This is some solid advice. You should shift to make your deck to be more treant based as you are half way there.

This deck kinda sucks. No offense. I would suggest that you cut Mechanical Whelp, Hench-Clan Thug and replace them.

2nd Wispering Woods and 2nd Soul of the Forest, these cards are the core of any token druid. The Violet Teacher + Oaken Summons combo is also a good addition but you can replace the teacher with Injured Blademaster or Ironwood Golem. But that would mean you would have to cut every minion you wouldn't like to bring on the board with the Oaken summons (1-2-3 mana drops).
You could also go on a more aggressive version and you would need early minions to stick the board with at the beginning of the game like : Dire Mole, Argent Squire, Fire Fly, Druid of the Swarm Crypt Lord,...

Therefore I suggest you add a second Tending Tauren, a second Soul of the Forest, x2 Mulchmuncher (also good with a Zilliax magnetize!) and x2 Landscaping
Other considerations are Fatespinner for board buff.
