Are they too lazy to change not only one digit, but part of the text on the card? I think this is not correct and they should change the text to "...Reduce it's Cost by (2)." Sometimes this can lead to defeat. (This has already happened to me once)
It's normal, if a card has a mana value in its description for that to take priority. Not really an oversight. Outland is already a super easy mechanic to navigate if you're that desperate to play it work around the insane cost of 1 mana.
Also, the card is undercosted already, complaining it's not zero mana cost to play is pushing the envelope quite a bit.

Not really, its cost/effect is pretty much in line with spells like Nether Breath and Corrosive Breath unless you want to argue that "holding a dragon" is significantly harder to activate than Outcast. Card is basically a Penance on average, and the interaction with Skull does feel completely stupid and unintended (although I don't believe it is).
It is working as intended, but absolutely, without question should read: “Outcast: this costs (2) less). Would solve the problem and would change nothing otherwise.

So if i draw eye beam with skull of gul'dan cost 0 but if outcast cost 1 is this intend or like always spaghetti code?
probably intended since the text says "this costs 1" and not something like "reduce cost to 1" or "reduce cost by..."
The cost reduction of Skull is calculated while drawing while Outcast is varible which changes depending on the possition in hand.

(This has already happened to me once)Another one of these interactions Blizzard's test team hadn't foreseen or they wanted DH to get one card they needed not to get outcast (for a change)
