I think Blizzard usually has a pretty good idea of how a card will be used before they release it but as far as I can tell Sir Finely is only used to get the hunter hero power or warlock hero power. I feel like it was supposed to be a fun card which lets you pick good early game hero powers like rogues early on but is flexible enough to keep you in a close game late with priest or something, but instead it's an exclusively aggro card. It gives me the feeling of something like a Doomhammer which I think was designed to be good for clearing small minions but instead is used to deal 16 damage to face.

I actually use him in my Control Paladin, to try and get Warrior, Priest or Hunter hero powers, depending on the matchups and situation...but yeah, it's mostly used as an aggro tool.
I think Sir Finley was created for the purpose of adapting to situations when your Hero Power becomes useless (like Warlocks whose HP becomes more of a hindrance in a Control matchup when your deck is about to run out) but yes it has become more of an aggro tool than anything else.
In theory she gives each class a cool, stronger hero power. In practice, she just slaps an "I win, eventually" sticker on Control Warrior and calls it a day. Control Priest, and more rarely Control Paladin, may have used it in the past, but that's still only 3 out of 9 classes that actually make use of it.
The problem I think is with her health (making her a poor tempo play), the prohibitive cost, and the fact that hero powers only generate value over time. This basically means that she only works in control decks, which classes like Rogue and Hunter just don't have.
On the other hand, Finley's low cost and decent stats for a 1 drop lends him more towards aggressive decks. Classes like an Aggro Warrior or Shaman simply have no use for their hero powers, so Finley can be worth throwing in for a chance at something more useful. Control decks are more picky about what cards they include, and are less likely to include Finley on the chance that he "might" get something good.

The druid hero power is also very good for shaman, since it works very well with Doomhammer. Of course, it is usually picked by people when playing a deck from this class using Sir Finley Mrrgglton and this weapon, like aggro shaman.
In my inspire deck I use Finley to fish for the shaman hero power, for the JUSTICAR combo. A 0/2 taunt every single turn, as week as it seems, is a pretty substantial roadblock. Add in the dream of double mukla champions and you get a 2/4 taunt every single turn for 2 mana

Can you share your deck please, and tell us at wich rank do you play with it, because it sounds terrible. No one plays Justicar Trueheart in shaman (at least not in truly competitive decks), and I don't think the improved version of this class hero power would be really more useful than others in another class. Also, for example, if you have two Mukla's Champions on board, using the improved version of the paladin hero power would usually be better, since you get two 3/3 instead of one 2/4 with taunt.

I know it's hard to believe some people are actual casual's, but it's true! So yes, my inspire deck is garbage. But I ENJOY playing it. I never bother going above rank 20, I don't try to climb ladder at all.

I have a lot of posts in this forum and if what you say were true, I wouldn't be here anymore, since the moderators would have done something about it already, don't you think? I don't care if you play this game for fun or not, I replied to your comment because OP started this thread talking about how only some few hero powers are truly useful when picking one from Sir Finley Mrrgglton's battlecry, and you talked like if the shaman one was one of them (because you think it is great in your inspire deck), which is obviously wrong. If your real intention was to comment that you only pick this hero power in your deck just for fun, you should have said it, instead of talking about how good a 0/2 (or a 2/4 thanks to having two Mukla's Champion on the board) with taunt per turn is (thanks to Justicar Trueheart).
