It wins jousts. For druid, the lowest mana creature would now be 3 or 4 mana giving a higher chance of winning. Also, it isn't a dead card against patron unlike zombie chow. I think these 2 reasons are good enuf to play it over chow. I suspect more joust cards will be out in the future so that will also make this card better.
Against aggro and tempo, chow and living roots each have their benefits but their values are kind of very similar. Chow is used to prevent or delay a losing board while living roots helps against a losing board instantly. Living roots will be more consistent as you don't have to draw it in your starting hand to be useful. Against zoo living roots>chow. Against hunter it depends. Against tempomage and mech, chow> living roots. Against control, living roots will probably be more useful since chow will get easily removed.
Joust ramp druid does seem like it could be super strong, it can run several low cost 'minions' that are actually spells. Power of the Wild might see play in such an archetype, too.
Druids are crazy not to run cheap mirror entity fodder. It's so frustrating to play against a mirror entity. Giving an opponent a 3+ good minion with charge is dangerous. Granted, they have keeper but it's still a 2/4 with charge that clocks your face...
With the new mage secret coming out, being played alongside mirror entity, druid will need mirror entity fodder to survive the ladder. This means almost exclusively zombie chow, although I personally liked the idea of running coldlight oracles because they favor aggressive and combo decks, mostly the druid.
Balancing the decks will be a headache with jousts in mind, because the cost of making consistent joust is a less consistent deck... Druids are going to lose jousts to face hunters pulling Leeroy, it's not a question of statistics, it's a question of: it's possible, and it will happen, and it will happen more often than you think it will happen, and likely going to happen to you as well at some point.

Plenty of mirror entity counters, basically any battlecry cards

Lets you use the mana crystal from Grove Tender if played on curve.
