So I have been stocking up on dust in case I need to make new cards for future decks when new wings come out currently sitting on 2.6k dust and looking at my decks and thinking about the future direction of decks I am really interested in Ysera. I mean if Dragon decks become a thing which they probably will she is probably going to be one of the key cards in those decks and even if dragons aren't a thing with the new addition of Emperor Thaurissan I feel like Ysera is just a way better finisher then Rag because of how much harder to remove she is and with a high possibility of getting her for 8 or less mana that makes it a lot easier to justify the spot over Rag. So my question is if I am probably going to end up having to craft Ysera for decks in the future could I craft her right now or is it too risky?
I don't know what your collection is like or what decks you want to play, but Ysera isn't used in many decks right now besides some control Warrior and a few random heavy control decks like priest. Personally, for crafting I generally only craft epics and legendaries that are fun for the deck I want to play at the time. If you want to make some kind of dragon deck maybe you should wait until all the brokeback cards are released first?
Not really. Ysera is a cool card and if dragon synergy is a thing, Ysera will be a thing. At the moment Ysera is a thing in slow greedy warrior decks and those do not really perform on ladder.Just wait a bit.
Hmm hard to say, while dragon decks do look like they will be very powerful we still don't know for sure what direction the meta will go in though it is probably safe to say there will be at least a few dragon decks around. Ysera also seems like the dragon that has the most potential from the current set especially if Chromaggus double draws that may lead to crazy combos in control decks and as you said Emperor T makes the high mana cost of Ysera a little lower even for 8 mana being about to play her and hero power or play a 2 mana spell is value because most times 9 mana takes up your whole turn. Anyways if you play classes like Druid,Warrior,Priest probably even Pally because of how good their dragon card is I would say you could take the chance and craft Ysera, I would say it will be close to a month and a half before the meta starts to fine tune decks so if you keep saving from this point on you will probably get close to all of your dust back by opening packs with a little luck but this is my opinion so take other in mind also.

The higher the mana cost the lower the chance of appearance you'll see in the game. Besides you would want to kill your-self if it gets Mind controlled the turn after you play it.
Just to add in, I play Druid,Shaman,Warrior and Priest, right now I have Rag in all of those decks except the Shaman deck and if I did make Ysera I would swap her in for Rag in those decks for now for something new to try out and from what I have seen watching some recent tournament play a few players have put in Ysera, Sjow being one running it in his warrior deck with E.T for the combo I mentioned earlier.
Also for my collection I already own lots of very good legendaries such as Cenarius,Archmage,Vol Jin, both Shaman legendaries, Gromash, Thalnos,Harrison,Sylvannas,TBK, Boom, Rag,Sneeds and Alexstraza. So for the classes I play I have almost all your go to legendaries down so most of the crafting I will have to do in the future is spare Epics/Rares that are needed, the only other legendaries I could see even being remotely useful are Malygos in some burst decks which wont be that solid anyways and maybe just maybe deathwing. I also don't own Baron Geddon for my CW but im not too worried because hes not even that big of a deal right now and with the meta looking like it will slow down a little im sure he will be phased out by new legendaries.
tbh with your collection of legendaries looking like that you couldn't really screw yourself too hard by making Ysera because I don't see anything your missing for the classes you play other then Baron Geddon as you added but I highly doubt he will be played in CW by the time all the wings are out so I wouldn't sweat it. If you don't choose to play any new classes then you'll only really need to make some epics and rares that you may be missing which shouldn't add up to a ton of dust if your already playing mainstream decks for those classes. So imo go for it if you want to unless you feel like trying out a new class come BRM but if your fine with what your playing right now I don't think you'll end up hating yourself for making Ysera.
It'll mainly be a Paladin card from now on probably, but whether the dragon Paladin deck is top tier, middle tier of hunter-fodder tier remains to be seen.
Hopefully it'll be viable because I'm pretty sure most people can agree it's more fun losing to Ysera than it is to Skill Command.

That being said, I still think Ysera will likely be a safe crafting bet. When all of BRM is out, I think there will be at least one viable dragon deck (my guess is paladin) and I imagine that any viable dragon deck will run Ysera.
I see Ysera and Nefarian as pretty interchangeable cards for deckbuilding, and since Nefarian is coming with BRM, no need to waste dust on Ysera (unless you want to double up on expensive card draw power)

ysera is not a BGH target or shadow word death
nefarian only gives 2 class cards which compared to dream card sucks which could be infinite if she were to survive.
sure they are both win condition but the random part of nefarian screws u while any dream card is good even laughing sister. and any 8/8 body not being dealt with is a win but cant trade like ysera can.

i haveboth card and ysera is awesomer that rag.
rag is a target to BGH coz of boom and boom screws rag coz he swarms the board and a lot of minion are super sticky deterring rag from firing at the right target.
while ysera is drop here either trade or get removed or u win. its ysera queen of late game.
also just another up to making her with Blackwing tech coming out later this week Ysera will be prime for a big dragon to get some synergy going with that card.
