The best format is classic and you can only use cards from classic in it. Saves you wasting time and money on all the expansions :-)
Seriously though; it obviously depends on what your goals/interests are. You offered none of that information, hence I provided you with a somewhat tongue-in-cheek answer. But not really. Classic is the best format.

u may have right, i found classic fun , some break from no minions mage and paladins (tho i personaly play control paladin in classic) xD
If you do plan on buying the mini-set like many suggested you can just save up to 2000 gold and spend the rest however you like, and like I've mentioned, Barrens packs are currently the most viable ones.

might be viable but im just tired of standard meta
Nerfs should be coming soon (probably after Medivh hero skin leaves the shop) but if you're tired of the standard meta you could always try duels wild. It's a good format, but more expensive to get into initially. Still, casual play mode lets you really just meme around or create decks out of just the cards in your collection. For example today I just made a galakrond charge warrior deck out of my spare cards and won a few games with it in wild casual. Had a blast. Hearthstone isn't really that expensive if you don't feel pressured to "keep up with the meta" and wild is a far better format than standard in that regard
