Why does a 0 cost corrupted Strongman still devolve even though it is already a 0 cost minion and other 0 cost cards never devolve, they just stay the same, and even keep their buffs if they had any???

Strongman devolves into a 0 mana minion because it's a 0 cost card.
Corrupt cards become entirely new card when corrupted. Cards who have their mana cost reduced have that number in green. But strongman is white, meaning 0 is its true mana cost.
The best exemple is when you shuffle this card back into your deck. A card with its mana cost reduce will go back to its original cost when shuffled back into your deck. Meanwhile a corrupted card will stay corrupted even after being shuffled.
