This guy has always been bad. Even Reinforce is better because of consistency and having support from classic and basic cards.
Here's my take on improving it.
It's actually kind of slow. You need a board to make use of it immediatly, and it would only benefit the minion to its left (unless you summon a minion with rush or charge). But it's way better than the original, and I think it's balanced enough (still has a 1/4 chance of beign summoned).
For me shaman hero power should have only the spell damage one but you can fill the board with them, no limitation.
Without an extremely strong sinergy from expansion cards shaman hero power is the worst of all, this plus the second most horrible basic set (paladin have the first) make the class suffer every time the expansion cards don't are broken as hell.
I think the 1/1 is ok, paladin hero power does exactly that and it's ok, the main difference is what each class can do with the 1/1. I believe that the best way to improve Shaman's hero power is printing some good totens in order to make totem-buffing spells worth playing.
i agree with your suggestion, i believe that searing totem being a 1/1 just because silver hand recruit is a 1/1 is not necessary since shaman hero power is already inconsistent to begin with.
I like the idea, but a 1/1 in the mix is needed, and other 3 should be 0/2.
The classic +2 attack totem costs 3, so for me it'd make more sense to have that totem as an expansion card, especially as it could be 'reflected' on turn 4 outside the hp randomness, making 2 x 3/4 minions. Even without weapon, the turn after you go torrent + discover, and shaman's in business for t6.
the time has come....blizzard has destroyed hearthstone the players need to gather their forces and overthrow them. big up shaman changes and buff priest plz.

This actually makes a lot more sense.
