Pursuit of Justice is a new card that's gonna make part of the core set for 2021 and honestly it looks like it might push dude Paladin to a stable tier 1 deck. I made this deck with only cards that won't rotate and the new core set ones, there might obviously be more dude synergy incoming on Barrens and it looks very likely as they're obviously trying to push the dude archetype, so keep in mind the deck is probably going to change.
Now regarding Pursuit of Justice, it looks very very poweful. It's cheap enough to the point where you can play it very early and it gives you very strong tempo the whole game and with cards like Day at the Faire, Lothraxion the Redeemed and the returning Stand Against Darkness it looks like it'll make dude pally a staple in the meta at least for the next expansion where power level goes down (cause there's less cards).
The question is how will this deck perform when you don't draw pursuit of justice and lothraxion ? The only power plays are animated broomstick, lord barov and rally and there is no card draw at all in the deck.
I doubt this is tier 1 without a reliable way to draw at least lothraxion. Maybe tier 2.

Not sure if Underlight Angling Rod is the card to cut. The only other card that would make sense is maaaaybe cut Rally! down to one but reviving stuff like Righteous Protector, Murgur Murgurgle / Annoy-o-Tron and then Carnival Barker/ Goody Two-Shields seems insanely strong but there are definitely some lowrolls like unbuffed dudes and Wriggling Horror but the card overall looks like a great 2-off.
