If you wanted to make a straight comparison, you'd have to look at how much damage it does on average per game, mitigated by how much healing or armor gain the opponent is able to create in the same games.
In other words, you can't just look at potential damage, you have to look at what the card actually achieves. Against some decks, the weapon will average only a few tenths of a point above its normal attacks, because the games often end before any bombs are drawn
Against other decks, most importantly the mirror matchup, you may actually get 16 damage out of the card, but unless you have spectacular RNG, the damage will be spread out over the entire game. Which means, of course, you would have to reduce the worth of the card by all the armor gain and healing your opponent does over the turns where you are waiting for the bombs to be drawn.

Wrenchcalibur and Pyroblast the former does a total of 16 damage and costs way less than the 10 damage one.
