By broken, do you mean "overpowered" or "unintended"? Because while it is a somewhat powerful effect, it's also very much so intended. Honestly, in the grand scheme of things it's still a meme card - a lot of other classes are doing far more powerful things.
UE puts another copy (baseline) of itself in your hand. Casting the token IS casting another UE. Since tokens in HS are somewhat "physical" they do go to the graveyard and as such can interact with Krag'wa.
Just like Barnes + Resurrection or Spreading Plague + Hadronox.

i forget if it was the reveal stream or what , but i remember one of the devs saying this exact interaction is a really good reason to run the turtle. so yeah its intended..

what good is there in having more than 2 copies of unstable evolution? you're cluttering your hand with a spell that requires board presence to have a real impact. it may look cool but you really don't need (and i doubt you will ever be able to use) 7 copies of unstable evolution.
well, if its intended, then im going to add some mountain giants for good value . or maybe more tokens than i already have for targets? lots of mech that give 1/1 in hand......hmmmmmmmm

As much as I'd love for evolve to be a thing, things like evolving a minion 5 times and never once upgrading the minion in the process, and oh yeah, the final evolution was WORSE than what you evolved originally, is a constant thing you have to deal with.
Plus they also slowed down the time it takes to evolve something which limits the memery and just raises your "I just want to have fun playing Evolve Shaman!" ire.

The copy created from Unstable Evolution is technically a different card from the original.
If Unstable Evolution is cast by a minion (Ex. Yogg-Saron, Grand Archivist), a copy will be added to your hand, while Echo cards must be played in order to receive a copy.
People complained about this since Echo cards appeared and I remember the devs explaining this a long time ago.
It litterally is broken. When playing Unstable Evolution the previous turn, Kragwa gives you ALL the 1 mana Unstable Evolutions back!! ALL OF THEM!!!

Unstable Evolution is 1 spell. It just gets to reapeat itself. Thats why the discount only counts on the first copy cast for example.
I agree if the only 7-Drop was Archmage Antonidas then maybe it was broken enough !
