Might just be me, but since, say, Kobolds and Catabombs it feels like their power level has been increasingly worse.
Before that, we got legendaries such a Aya Blackpaw, The Lich King, Patches the Pirate, Finja the Flying Star, Barnes, The Curator, N'Zoth and such.
The new rush/magnetic mech looks cool, but other than that we have two meme legendaries, and with the Witchwood it's not Greymane and Bakku themselves that are strong, but their passive effect (where one of the effects has been used before as well).
Is Blizzard afraid of creating strong, neutral legendaries nowadays?
However they also have to be careful when making neutral cards, because if they make cards that work too well in too many decks, then they are forced to ruin it with nerfs or sending it to the Hall of Fame to avoid the meta being stale (Ragnaros the Firelord, Corridor Creeper, Patches the Pirate).

It's silly, I know, but they don't "feel" legendary as the cards themselves are just stat sticks when played. The effect certainly does, though. To me, legendaries are "something cool happens when I play this card".

Pretty much this. Op is also forgetting that upon reveal Patches the pirate was seen as sort of weak by the community and people were also unsure of how to rate Aya. Those were also the days when everyone was only getting a single legendary per expansion and a larger chunk of legendaries were neutral. Of course they were going to seem more powerful, simply going by numbers they had to be. I would argue that now we have stronger class legendaries than those expansions had, with the possible exception of deathknights.
Cards like Ashmore and subject 9 are just waiting to find a home, while a card like Azalina could become an autoinclude in every control deck just to counter shudderwock. You are severly underrating the current neutral legendaries.

That's a good point. Two legendaries per class has certainly helped.
Your reasoning about baku and genn is funny. I could say that aya's wasnt that good, its just her battlecry and deathrattle that synergise with other jade cards... In kobolds you've got oakheart as neutral thats powerhouse and played on curve in taunt druid nasicly ends game. You have also Zola that's important in shudder decks. Togwaggle is a bit of a meme but he has his own deck. Just darkness and marin are weak. In witchwood aside of 2 you've mentioned you have Ashmore thats powerful, just dont have a place in current meta, azalina that's played with togwaggle and that leaves ony Dorian who's rather weak.

For comparison: MSoG had Finja and Patches, the rest saw no play (aside from memes). And no, Aya does not count, she was and still is a tri-class card. And MSoG had more neutral legendaries than the past few sets. Basicly Blizzard has upped their game by printing less but more meaningful legendaries OR atleast outright meme-ish cards (Togwaggle in standard, upcoming Mecha'Thun). All 3 of the last sets have legendaries that need a deck built around, which is much better than a Sylvanas, Ragnaros or Dr. Boom that would fit in almost all decks in standard. Although the LK fits that kind of function, he is not as powerful.

They can definitely create strong neutral Legendaries (Like Baku the Mooneater or Zola the Gorgon)

Togwaddle and Azalina are going to be real powerful legendaries coming up, at least in Wild.
Also, two of the legendaries listed were from Adventures, which couldn't have class-based legendaries, and Aya is not technically "neutral".
