whizbang will definitely never leave our minds. he is an amazing card that will continue to be new each expansion, and for new players he can show you playstyles you might want to invest into as there will always be pre made decks that are aggro, control, and midrange. so you can play any style with him. and he will never get old, he will be new every time they make new decks.
but he is not that good for 1 reason. he is random, you can not consistently play the play style/deck you want because you have no control over what deck he hands you. it would be a good healthy change, that would in no way beak the meta or limit design space if he was not so random. you could at least give himsome sort of filter. like maybe by class, or expansion. that would make him so much better, definitely not tier 1, or broken, but at least then he could be better for finding playstyles and decks for new players. and you could still have a random option for the people who enjay that.
you could do this easy, with minimal inconvenience for players. you would make a deck, pick your class, add whizbang, then a sign would pop up asking you if you would like to only be giving deck recipes for this class? then click yes or no.

Whizbang is a step in a great direction by Blizzard, a card that helps to support F2P or Newer players. You have to realize that the release of this card is a great compromise from Blizzard, this hurts their income stream from packs by allowing unaccessible cards to be played without having to pay for them, however, the randomness is on purpose, to limit the access to those decks.
I do think the barriers to getting a "Good" Collection are way too high and better rewards / more quests / more ways to get gold are needed, but I don't think we need to drop HUGE amounts of free cards onto newer / casual players in the way you're suggesting.
You realize the Whizbang decks are just deck recipes? If you got to pick a class, there would be no reason to buy packs or craft cards. The randomness is the price you pay for getting a full deck from a single card.

Look, I want to tell you something because you're very dear to me. And I hope you understand that it comes from the bottom of my damaged, damaged heart. You are the finest piece of ass I've ever had and I don't care who knows it. I am so glad that I got to roam those hillsides.
Whizbang is not about being good, whizbang is about giving new player some ok-ish way to climb the ladder and enjoy the game, it's just blizzard's way to help the new players withut having to lose money by giving everyone more free stuff, I really wished I had a Whizbang-like card when I started to play, it would have been 10 times easier, just craft it as soon as possible and then you could save all your gold and dust 'til you were sure about crafting a good deck after playing for a couple months, without him you pretty much needed to hope whatever you wer crafting (without much knowledge at all) was actually good and at that point it was a roulette cause you could craft something that on paper looks good but it's actually a waste of dust cause you obviously want cards to play different decks and playing just basic cards gets boring after like a week cause every deck is pretty much the same 20 neutral basics and then the maybe 10 solid cards each class has on basic (some like warrior have none).
As a new player you can craft (and definitely should) whizbang and start saving dust and gold for next expansion, with him you can easily get to rank 10 for sure and I think those are pretty good expectations and results for someone that has been playing this game around 4 months at most.

That would change the flavor of the card. He wasn't designed to be good so there's really no reason to buff him just to try and make him good.
