The worst legendary card from KoFT next to Moorabi, is Lilian Voss finally playable in a burgle Tess Greymane deck? I guess you could reroll bad burgled spells or generate new ones if you can make coins.
My worry is that this type of deck is too slow and aggro will just wipe it out.
Lillan Voss is nowhere near the second worst card. At worst she has vanilla yeti stats. It's just RNG aspect of the card is so wide and unstable that it's not worth the RNG/reward ratio. But it's not unplayable at all. With the release of KoFT Rogue had a much better archetype which was Tempo Rogue with Keleseth etc. so people played the better one.
For a legendary, Lilian Voss is one of the worst cards. You play the certain spells for the control of the field or to combo. You give up your own spells for random new ones, which is a downgrade on itself. She would be playable if the new spells cost less mana, like Renounce Darkness.
On itself, the Tess Greymane deck will be a meme deck, and yes Lilian has synergy. But for competitive play, she will be left out.
Yes, it is a decent synergy, but I believe Tess Greymane is much better if you can burgle minions, especially charge, taunt and deathrattle ones. I don't get why people see this and think Yogg-Saron, Hope's End when minions will always be on your side of the board while many spells can go anywhere...

Lilian Voss wasn't that bad; I almost got to Legend with it. But certainly glad to see how well it will work in Witchwood.
I don't get why Voss is such a terrible card - I actually find her quite usefull in my "I'm rogue no more" deck.
Koft actually had an extraordinary amount of terrible cards, but most of them are so terrible we forget they are even in our collections... Ice Breaker, Spectral Pillager, Cryostasis, Deathaxe Punisher, Wicked Skeleton and Blood-Queen Lana'thel is actually considerably worse than Lilian Voss.
