I was thinking, what if innervate costed 2 mana but gave you 4 mana? This would make there still be a 2 mana net gain but not allow the following situations which are the most frustrating.
-turn one shenanigans (vicious fledgling)
-after ultimate infestation possible double or single innervate to do something (after using 10 mana you should be done with your turn)
-it would cause the user to think when he wants to use it, like when spending 9 mana or a combination of cards costing 9 and not allowing innervate to be used
Negative effects
-aggro would hate me
any thoughts?

Innervate is perfectly balanced. It is a druid signature card that existed from day one and trades card advantage for tempo. It posed no problems until Jade Idol (infinite value) and Ultimate Infestation (insane card draw), came with Spreading Plague (gain 20 HP and launch a free Arcane Explosion agaisnt aggro, aka when you need that card most) allowed druid to completely cheat the standard "tradeoffs" that were imposed by "tempo vs value"
UI and Jade need to be nerfed into oblivion. Ideally, Ayala should be fired, as well as all the guys in Blizzard who refused to nerf Jade Druid
