If it goes uncontested early it's very difficult to stabilize, especially in arena with a lower-tier class with not many answers available. One was also to a Mage that had also created about 6-7 randomized spells. But don't get me started on all of the issues in arena... avoiding that rabbit hole today.
Yeah, the problem is that it snowballs too hard too easily. You have other cards that need to be answered, such as Shaku and Finja, but those don't snowball (assuming with Finja you only run the murloc package). Another card is frothing, but I honestly think that card is bs too.
I don't play arena anymore, and fledgeling is not really a problem in constructed (except for innervate fledgeling) but a card being problematic in arena warrants a nerf.
I don't play Arena so it doesn't really affect me personally, but I find it funny that they allow this cards to be played. Even in Constructed it is at times now possible to answer and it snowballs, in Arena then where you are not even assured to have answers in your deck, I imagine it must win so many games on it's own, seems so stupid.
Impossible to counter?
Let's see... druids can wrath it, mages can frostbolt it, priests can shadow word pain it, warriors can fiery war axe it, warlocks can soulburn it, shamans can hex or lightning storm it, rogues can backstab+hero power it or eviscerate it, hunters can kill command or eaglehorn bow it, and paladins... well, paladins can probably just murloc it to death by that point. The only time it's a problem is when you don't have those cards and, in my experience, the opponent [i]always[/i] has a removal ready for it.
And every class can just counter it with taunts.
I agree that it's a strong card, perhaps especially in arena, but I wouldn't consider it a problem in constructed. It almost always gets killed immediately after you play it, even if you're a druid that manages to play it on turn 1!
Fledgeling is extremely strong on arena. You don't get all those cards in most of the runs what you've just listed.
And after all, you think you gonna win a game on arena after using just HEX on turn 3 or SWP? Not even saying anything about AOE lightning storm with overload that is a complete autolose.
Ask or watch any good player who plays arena constantly, everyone agrees that Fledgeling is insane on arena. You see a stupid 3/3 in your deck, you know that this single card alone gonna win 2-3 games for you alone. But somehow people on forums don't accept the reality. There are two categories of people feeding each other, one who can complain about anything they face in their matches, and second who argue them how everything is balanced and even in the game at any moment.

The most OP card in arena hands-down. Attack the face and get Windfury (which everyone gets 99% of the time it seems) and YOU AUTO WIN.

IDK. The problem is that for some of those shitty arena classes getting really good rare neutral minion like Fledgeling is important.

Free to try and find a game, dealing cards for sorrow, cards for pain.
