I'm hesitant to label this "low-cost" since it is fairly low cost in terms of dust needed, however the mainstays of it require purchasing Karazhan obviously, and ideally LoE too.

I've only been playing since mid/late September, but this has proven fairly effective to get up to rank 17 in the short time I've been playing around with it, and could potentially go farther with a few good streaks. My favourite decks to play are fun and a bit chaotic but hopefully still effective. Also because I'm relatively new, I'm aware this deck probably won't be groundbreaking or anything, but I just thought I'd share what's been working well for me.

The idea is to keep pressure on with low-cost minions all the while building up a stock of more powerful minions and spells for mid-late game from both thieving, with Swashburglar, Undercity Huckster and Burgle, and discovering cards, with Jeweled Scarab and Tomb Spider. Use Brann Bronzebeard and Shadowstep to squeeze more out of those minions' Battlecries. The rest is pretty much up to what cards you end up amassing and how you play them.

This has been a lot of fun for me, and I've turned around a good number of games just by way of getting some lucky Burgles with some really powerful cards. A key part of the power of this deck comes from becoming unpredictable to your opponent, which can prove to be, at the least, very entertaining and, at the most, an incredible advantage. Have fun with it nonetheless!

 The cards you should be looking for with your scarabs of course depend on how the game is going so far. Shaku, the Collector actually pops up fairly often and is a really good pick for this deck obviously. I'd have him in this deck normally if I had the card. But alas.

EDIT: Switched out Tomb Spider for a Vanish. A bit of a board clear while also giving you the opportunity to reactivate battlecry minions. It's enough to keep me at a positive win streak around rank 17/16 at the moment. Again, not a legendary deck. Just a fun one.
