This is the Priest deck I use for my first win in Tavern Brawl this week, which can be heard on Episode 7 of "Walk to Work - A Mobile Hearthstone Podcast" found here. The deck can be broken down as follows:

Buffs: Hobgoblin, Power Word: ShieldVelen's ChosenDefender of ArgusMukla's Champion, Temple Enforcer, and Stormwind Champion. These cards help trump the 1st level strategy of Arcane Explosion and Fan of Knives and so on.

Sticky Minions: Haunted CreeperWobbling RuntsDr. Boom, and Onyxia. There's not much point playing a minion that doesn't do something useful, or put a bunch of other minions on the table.

Removal: Cabal Shadow PriestHoly NovaBaron GeddonNorth Sea KrakenStormpike Commando, and Ragnaros the Firelord. The pin-point removal is premium, and the board clears do more than 1 damage to help beat people who are trying to beat Arcane Explosion and Fan of Knives.

How to play: The temptation is to start playing minions as soon as possible, but as everyone will be gunning to kill 1 health minions as soon as possible, it's better to save them up for a big turn where you can use some minions to buff others. Onyxia is an exception to this, because once you play her, you're not playing anything else.

Save Stormpike Commando and Cabal Shadow Priest for high-priority but low health targets like HobgoblinFlamewaker, and Stormwind Champion. Save North Sea Kraken for things like Questing Adventurer or Frostwolf Warlord, but don't pass up killing one of the above high-priority targets just because you're worried one of these others might follow.

Other budget options: If you need to replace some of the more expensive cards, try to find cards that fill a similar role. Such as Anubisath Sentinel for buffs, Frostwolf Warlord for a big minion, Mind Control Tech for a less targeted removal option, and Piloted Shredder as a sticky minion.
