This is actually the deck I use in casual play, but it also worked against Heroic Phaerix.

The key cards here are Polymorph (to sheep the staff and definitively withdraw it from the match) and Summoning Stone (to keep the board busy). However Phaerix has a lot of direct damage spells and cards (Tol'vir Hoplite, Holy Nova, [/card]Fireball[/card], etc...) which you should avoid if you want to stay alive. I had 1 HP left when I beat him.

This deck can probably be improved in many mays (adding some healing for example) but it nonetheless works as is (I beat him during my 2nd try), provided that you have Polymorph in your initial hand or draw it rapidly.

EDIT 12/1/2015 : I replaced Dr.7 with Stormwind Champion since I have not actually used it during the fight. Now it is a cheap deck.
