Gameplan:
Even though the Questline was nerfed, Demon Hunter still has good mana cheating tools. Cards like Sigil of Alacrity, Wayward Sage, Felerin, the Forgotten, and now, with the recently buffed card, Vengeful Walloper, you can turn little discounts into huge tempo swings.
The goal of this deck is to generate tempo and pressure large amounts of damage. Thanks to cards like Wretched Exile, finding resources can be pretty easy, and since there are only 9 Outcast cards currently in the pool, finding the tool you need can be pretty easy. You also have Felerin, the Forgotten which is extremely useful to reduce the cost of your Wallopers, so you will always be able to find random Outcast cards.
However, piloting the deck can be challenging. What cards you play in the Outcast position are very important, and setting up turns can be game-breaking. Case and point. Razorglaive Sentinel is AMAZING when you can discount it to 3 mana (most thanks to Wayward Sage). In the first game against this deck, my opponent was at 10 cards by Turn 8. So you have massive cycle possibilities, random card generation, burst damage combos, and most of all, tempo by fighting for the board.
Mulligan:
ALWAYS KEEP: Dreadprison Glaive, Sigil of Alacrity, Battleworn Vanguard
SOMETIMES KEEP: Spectral Sight (when outcasted), Crimson Sigil Runner (when outcasted or close to), Fierce Outsider, Felerin, the Forgotten (on coin), Razorglaive Sentinel (only with Wayward Sage discounting)
UPDATE:

+1 Kurtrus, Demon-Render
Note: Kurt gives you so much more reach, and the Gan'arg is the weakest card in the deck. The Outcast isn't worth it, and it's ultimately a 3 mana 3/2.

I'm a little short on dust... If you could imagine a "budget" deck would Kor'vas could find a way in? Could Blademaster Okani remplace the Prosecutor??

Kor'vas doesn't seem worth it in my opinion. There are some more Aggro DHs putting in Outcast packages, so I'm going to see if that deck is worth exploring soon.
Okani is a fine replacement.
Dispose of evidence could help with the Outcast position in the deck...?
Aggro variants are running that card. It seems to be worth it if you make the deck more aggressive.
Only 5k short of building the deck hence why i lost respect for game and Blizzard ALL of their games are heavily monetized and greedy.
Good deck. looses to heavy control DK, but all in all stats in high ranks are pretty solid.
