The targeted draw allows you to pull the Thun spells which are the only spells in the deck.
The rest is there to stall and act as support to get Thun off ASAP. 

That won't happen consistently till turn 9-10 so probably trash unless meta slows with new xpac. Even then there's probably better win conditions in the mage arsenal. 

SO you might be able to "Shatter" the meta but not break it.
