Does Justicar keep the cost at 1?

No, but in the late game, the improved strength of the hero will be more useful, on turn 9, for example, it is optimal to play it in order to summon 3 recruits, and in the future your cards will work better with the call of 2 recruits

I feel like First Day of School should be in any Even Paladin list.  Having a turn one that isn't just a 1/1 seems very good.  Also, I would consider Wriggling Horror and Crabrider on account of those cards just being very strong. 

I made this list exclusively for recruits. Look in my profile for a list of decks and find Corpsetaker Even Paladin, it uses Crabrider

This list looks really fun! Very nice idea with Justicar and giants, but seems a bit too slow in the current wild meta.

You are right, with some meta decks it is slow, but with the right approach and such matchups can be won. But with decks like midrange, it shines. Against his brother Odd Paladin plays to his advantage thanks to juggler and consecration
