Firstly I saw a deck similar to this played by Martian. It was a viewers deck he was playing.

It’s Competitive and Fun! Playing Patches and cannonballs on the battlefield endlessly makes this deck priceless. 

Mulligan for shuffle cards to use on turn two

sometimes you can start fast if you have a gang up, lab recruit or tagwoddle scheme to copy patches on turn two. 
Sometimes Start slow, With cannon you’ll explode onto the battlefield around turn three or four. Only play a pirate if you have a way to shuffle patches back to your deck.
fill board with pirates and use barrage for 24 damage burst.
