Explanation:

Lightning Bloom: The only non-quest spell in the deck. Combos with double Cumulo-Maximus for 20 damage to the face. Good synergy with Pen Slinger, Wandmaker, and Lackey generators.

Corrupt the Waters: The namesake of the deck. 

Pen Flinger: Cheap Spells work very well with this card after quest completion to continually deal 2 damage to the face or as removal. Try to protect this guy most of the time.

Sludge Slurper: A great turn two play that provides 2 battlecries for quest completion

Tour Guide: Discounting the Hero Power is another way to get double Cumulo-Maximus or have 2 more mana next turn for the value-generating 2 drops. Good synergy with Manafeeder Panthara which I have chosen to exclude.

EVIL Cable Rat: Value generation and quest completion. Works better with the evolving lackey.

Novice Engineer: Unconditional draw in exchange for poor stats.

Sandstorm Elemental: Good against aggro strategies such as Stealth Rogue.

Wandmaker: Shaman's 1 cost spells in Standard are excellent. 

Earthen Ring Farseer: I tried a couple versions without health restoration and this feels mandatory.

Instructor Fireheart: An enhanced Vulpera Scoundrel

Vulpera Scoundrel: High cost but worth it.

Sky Gen'ral Kragg: Works even after the quest is completed

Barista Lynchen: Usually the hand is fairly full so even using this for 1 or 2 to hand is good.

Cumulo-Maximus: 10 to face is what you usually want to use this for

Corrupt Elementalist: The only invoke in the deck. One of these with the quest fully upgrades Galakrond.

The Lurker Below: More removal 

Galakrond the Tempest: I usually use this as late as possible as the Quest hero power is far superior. 4 8/8s and a 5/2 Weapon is ridiculous though.

Exclusions:

Questing Explorer: A vanilla after quest completion. Feels so bad drawing this.

Manafeeder Panthara: Without a Tour Guide play, this is not so good early game.

Cult Neophyte: Not enough room.

Acidic Swamp Ooze: Earthen Ring Farseer is more versatile. I would prefer this in some matchups though.
