I saw another player with a version of this deck and I had to make my own. I've done surprisingly well considering I made a stall version of the deck.

Main Idea

The basic flow of the deck is stall until you complete Raid the Sky Temple, spam Ascendant Scroll for as long as possible, after the opponent plays a win condition (usually involving minions) play The Amazing Reno and hope What Does This Do? gives you a win.

In Depth

Step 1: Ray of Frost and Mirror Image to keep the enemy at bay and progress Raid the Sky Temple. Hopefully you draw Learn Draconic, Incanter's Flow and Font of Power to give you some pressure of your own. 

Step 2: Frost Nova helps you spam Ascendant Scroll and allows you to hang on to as many spells as you can. Card draw can be a slight issue with this deck, so try to hold on to as many cards as you can before...

Step 3: Heart of the Cards is usually not the best strategy but that's what Reno gives you. But you're not totally helpless. Stall spells may have been somewhat useful in the beginning, but with Reno casting at the start of each turn, they are a lifeline. If you're lucky, What Does This Do? will hand you a win. Otherwise...

I found out the hard way that it is a bad idea to play The Amazing Reno when you have very few cards left especially when What Does This Do? can generate Lay on Hands

Swaps

While the deck is designed to be a no minion deck, you really only lose Font of Power and Apexis Blast (which I don't have) if you include some. Some possibilities:

Apexis Smuggler, Astromancer Solarian, Khadgar, Mana Cyclone, Chenvaala, Dune Sculptor, Kirin Tor Tricaster, Archmage Antonidas, Kael'thas Sunstrider, Mana Giant, and Kalecgos.

While most of these can appear from Font of Power, having one or two of these minions guaranteed to appear can be a win condition with minor alterations to the deck.

As for spells:

Arcane Explosion, Rolling Fireball, and Blizzard can all be great control options, especially after both casts of Incanter's Flow.

Ancient Mysteries, Ice Barrier, Flame Ward, Counterspell, Vaporize, and Spellbender. Ancient Mysteries helps with the early game spell counter, and the rest are all useful for different scenarios. I'd recommend Counterspell to stop the odd Zephrys the Great.

Apexis Blast, Fireball and Pyroblast are the only real ways to deal direct damage, and can win the game in a pinch. But you'll have to give up some control or stall spells to do it.

Conjurer's Calling can really help put on some board pressure, especially after Power of Creation which is possible in the same turn with Incanter's Flow.

Conclusion

You may have noticed that the deck as is has no win condition, hence Research Required. This is partially because I don't have many of the cards I mentioned above, so I don't have a choice. Or I'm a secret gambler, because I love the luck of the draw, and most of my wins have come from one of the randoms cards generated by Tome of Intellect etc.  But really I think the deck can be a nice control template that can be changed to DPS to Secret to AOE and back again.
