Will need to tune the deck obviously, but here's a good general idea.

Value/Midrange elemental quest shaman. Lackey generators are here for quick quest completion and because they're very strong with the hero power.

I didn't include Questing Explorer because I hate that it's just a River Crocolisk post-quest, but maybe it'll be better than I think.
