Firstly, I want to thank you all for all your support and comments.
Finally I made some costwise optimization :D.
I want to specially thank you to Don99999 for make me think about the some duplicate idea and Doomsayer , Dutch-Java for Juicy Psychmelon idea.
- Bloodmage can replaceable with Questing Explorer.
Match-up Guide:
Battlecry Shaman: Play around Mind Control Tech is the key of the match-up. Your board presence should not exceed 3 minions until the 2 of the mc techs are out. You can bait MC tech with your small minions.
Rogue: Play every minion on curve do not hesitate when you able to play your first lucentbark you'll be fine.
Hunter: Play every minion on curve & when you are under 15-10 Health use your healing without thinking too much.
Mage: Play your Lucentbark while Floop in your hand as a insurance. They can make some insane plays on early turns with Mana Cyclone but they will out of gas so quickly. Any Conjurers Calling target have to be cleared instantly.
Malygos Druid: Try to empty your hand and draw as much as possible.Then hit face all the time.
Quest Druid: Try nulligan nourish & setup your lucentbarks early. You have better early & late but in middle game they have upper hand.
Quest Warlock: Setup your lucentbarks without using Floop. Go infinite with Elise and Floop.
Mechathun Warlock: This a bit problematic , play fast burst him down with Cenarius + Floop.
Zoolock: Ignore quest complition if it is necessary their pressure will down at turn 8-10. Key of the match-up is survive at all cost.
Murloc Shaman & Paladin: Try to mulligan Hungry Crab & Zephyrs. Ignore quest complition if it is necessary play everthing on curve.
Best Match-Ups are: Rogue (Quest , Tempo) and Druid (Quest,Malygos) , Mage (Quest , Highlander),Warrior (Control,Bomb).
Mediocre Match-Ups: Token Druid , Murloc Shaman ,Battlecry Shaman (Quest , Highlander).
Worst Match-Ups:(Quest,Mech & Murloc) Paladin , Quest & Combo Priest.
Why highlander ? : Efficient way to use Heal and Choose One package at the same time.
Mulligan Guide:
3 mana or lower cards should kept in hand.
Except two special cards:Oasis Surger & Nourish
Keep Nourish every Warrior , Mage and Druid match-up it is essential.
Keep Oasis Surger every Rogue, Shaman(if you have ping against EVIL Totem),Druid(Nourish is more important) match-up.

Against Midrange Decks:Crystallizer,Dreamway Guardians,Lifeweaver,BEEEES!!!,Wrath,Vulpera Scoundrel

- Play Lucentbark while Flobbidinous Floop & Faceless Manipulator & Crystal Power in your hand.

- If it gets Silenced : Flobbidinous Floop as Lucentbark then Faceless Manipulator.
- If it gets killed: Crystal Power then Faceless Manipulator finally Flobbidinous Floop as Faceless Manipulator on Lucentbark.
3-)
- Play Gloop Sprayer between two Lucentbark. That makes 4 (Infinite Case) or 5 (Floop Case) Lucentbark.

- Play Elise the Enlightened while Hidden Oasis or Crystal Power in your hand to duplicate heling resources.
Activators:
- Crystal Power , Hidden Oasis , Healing Touch , Neferset Ritualist , Khartut Defender.

it's very stable so far :p
I don't like that package and will say: keeping only 1 offs whithout heal package is not a great idea.
You can put in duplicates making the highlander cards avilable a bit later but the decks overall card quality better, cause of no "filler" one off cards. Only 1 offs is only important here so elise can already copy some heal cards or things of that sort when needed and not only late game.

My deck plays like a normal Quest Druid (-> better then your deck in that regard) with some possible extra value generation for the later game + 1 more finishing option in Zephrys. I'm currently at rank 5 with it (started at rank 15 at the expansion launch) with around a 68% winrate and a 50-24 record.
Probably not the reply you hoped for but there you go anyways.
Overall HS replay.net gives a Quest Highlander Druid with some cards as duplicates a 58,8% winrate.

A few things specifically to your changes on top of my other comment:
1. How about anubisath defender?
2. Why still snip snap (its in here to make ziliax always heal for 5 against crontroll)?
3. Psychmelon too slow
4. Vulpera too slow (it can be considered here, as all the heal spells are fine for this verion to be discovered by her as well, the pool with good spells is not big enough to be a consistently good/fine card in your deck)
5. Why keeper stalladris? Here it can get you 1 or 2 extra heals, in your deck it just genereates a few extra cards, with them all being rather bad compared to other cards in the deck.
5. Archmage Vargoth??? Where is it?
6. Considered Doomsayer?
7. Consider Jepetto in case you keep Psychmelon: all minions got a good on play effect (choose one/battlecry) and dont rely too much on their stats, Jepetto in this (highlander quest heal druid) and my deck are too slow, but with Psychmelon and no eight drop, he can be a consideration to fetch some of that lost tempo back in.
8. Dreampetal too slow (with Psychmelon and lower consistency on your good midgame cards you will always be playing from behind, exept against heavy controll decks, at the point when you play her making it better to just play a good on its own card in her spot, as she slows you down a lot at for the turn she's played, often i think too much that the discount she provides for next turn can recover the tempo loss)
Edit: 9. consider pounce, its in many quest druid list for some tempo, you are obviously lacking.
Thats it for now, more points might be added in the future if i think of any more then i came up with in the like 20 minutes of writing the last and this comment.
1- Anubisath defender is a really solid card and has very good combo with Floop. But 5 mana slot is really strict in this deck and I don't want to distrupt balance of mana curve . In my second deck it is included.
2-Snip Snap is a very good standalone card with some good healing options with zilliax and good board buff target.
3- I didn't test it by myself. I spend all my dust.
4-) I disagree vulpera has decent body but can offer everything this deck wants like draw , healing , board clears. Sometimes it is a game changer.
5-) Vargoth needs to be only minion in the board to be work efficiently and most of the times I cant make him work. But it is included in my second deck.
6-) I considered it but I don't know the card which I should swap with.

I think a misunderstanding happened here Siegfried: all these 9 points werent about your deck but about Delugas deck (so these 9 points have almost no relevance for your deck) in the comment i answered too xD .

Using Floop on Cenarius after you've completed quest is absolutely insane haha... Great deck thanks for sharing!

Update: 47,4% winrate over 780 games accordint to HS replay.net, seems like a deck with learning curve + it is still a work in progress, so it might improve a bit in the future, i still feel like the heal package holds it back a bit.
(but hey, it is the only Druid Deck that has it's very own archetype for itself (cause no other decklist of Highlander Quest Druid is played enough from enough different people to appear there) on HS replay.net )
Today I played some games both of the decks I made (I lost most of them). Lucentbark package is slow but with lucentbark combo and plays you can made with the deck is almost infinite but in second deck I made gameplay is just too linear. Murloc Paladin and murloc shaman are the worst nightmare of these decks. Other druid matches are like the person who draw cenarius on curve wins.
0 chance vs control warrior
It is kinda funny that the part perfroming worst against very fast decks (the heal package) was put in for beating it in the first place.
My take on Highlander Quest Druid went 10/1 against Warriors (including: 1 aggro rush, 1 hack the system, 8 controll warriors and 1 insta ff Warrior) so far, the key to winning against controll warrior is being able to build a lot of medium sized boards, that could be buffed up so he has to clear them, till he can't and looses. The heal package comes online too late for that. Duplicates of the board building choose one cards (Oasis Surger, Tending Tauren...) make it possible to pull all aoes out of a Warrior and be able to run them over afterwards, with a possibility of copying some cards with Elise when you hit the late game (and drawn all 7 duplicates) with my deck for some extra steam to exhaust their last clears.
1 fact for the end making your comment rather stupid tho: no semi competetive deck in Hearthstone EVER had a 0% winrate matchup against a semi competetive (or better) deck. That's just the heart of the cards (or maybe the characteristics of a cardgame, because draws are always RNG decided).
I beat control warrior while I'm testing healless version deck that I made recently, Original heal included deck has better late game and more heal there is no way to lose against warrior.
you know saying "there is no way to lose" also goes into that "0 chance" category of "nonsense" (just this time for the opponent)? xD
