Pogo-Hopper going to 1-mana creates many opportunities for different decks to go all in the bunnies to get them bigger and bigger. This deck however isn't putting all it's eggs in one basket so to speak. We are just using the fact that the little guys are 1-mana 1/1s with big upside and work along side the actual focus cards in the deck, Hobgoblin & Magic Carpet. Hobgoblin decks usually have issues because they have to dedicate so many cards at 1-attack, Rogues however get to cheat here because EVIL Miscreant proves at least 3 Hobgoblin targets for just 1-card! We are also a Prince Keleseth deck which is normally not a great synergy with Hobgoblin but cards like the Miscreant, Fire Fly and Sonya Shadowdancer make sure we never really run out of 1-point attackers. If you ever get Sonya on the board with Magic Carpet you can torpedo Pogo-Hoppers over and over as they grow bigger each time.  Being in Wild means we can protect our valuable pieces on the cheap with 1-mana Conceal. I tested Togwaggle's Scheme a good bit and while it can be fun if you target power cards like Brann Bronzebeard or Sonya Shadowdancer it ended up being dead too often. In it's place I landed on Buccaneer which isn't a Hobgoblin card but fits perfectly in any Prince Keleseth deck.
