Murloc Shaman is taking off in Rise of Shadows, settling into a nice Tier 2 spot in the meta. Unfortunately some big Murlocs are a little pricey (including Scargill and Murloc Warleader), so you may think it's impossible to play on a budget. It's not! This budget list has a lot of potential, and I was consistently winning games with it at Rank 2 and Rank 3. I do design budget decks for people at the Rank 20 to Rank 5 range, but this list feels great even beyond Rank 5.

Although Murloc decks can just swarm the board and win fast with raw damage (and this one can too), because you're missing Murloc Warleader for extra damage, and because the new card Underbelly Angler exists, this deck doesn't have to rely on one big early-game push to win. It can generate a lot of resources and reloads. In fact, against opponents with lots of removal, you should often save up your resources and try to build multiple resilient boards that eventually overwhelm them instead of going all-in. Play to your draw, so if you have Bloodlusts go for the throat, or if you have reload with Underbelly Angler or Murloc Tastyfin, try not to overcommit yourself.
