GENERAL MULLIGAN ADVICES : always keep Springpaw and any 2mana cost cards  (which are ; Headhunter's Hatchet, Scavenging Hyena, Dire Wolf Alpha, Hench-Clan Hogsteed)
do not keep multiple 2mana cost cards without The Coin, if you do not have Springpaw.

vs Druid, Hunter, Paladin, Rogue, Shaman, Warlock : I would keep Unleash the Hounds since their most popular decks are usually developping a board with 3+ minions quite often. (keep Timber Wolf with Unleash the Hounds if you can keep a Springpaw or coin + any 2 mana cost card from the deck as turn1 play)
vs Priest & Warrior : I would keep Ironbeak Owl (since their hero power counter yours and it might stop you from finishing them if they play a minion you need to silence to clutch the win)
if you can't have Ironbeak Owl, keep Tracking, hold on it and once it's needed, dig for Ironbeak Owl.
vs some Druid, Mage, Paladin, Shaman and Warlock decks, the same advice about Ironbeak Owl and Tracking might apply, but...
this is kind of early in this new expansion to say if you will face more Aggro or Control version of them.
so I'd say think about what you seem to struggle the most against, to choose to keep it or not.
I'll figure this out more effectively as I play more games with this deck.

if you already have Springpaw and any 2mana cost card :
- I would keep Animal Companion (or Tracking if you don't have the coin)
since Animal Companion give you a 1-2-3 mana strong opener on curve, and Tracking open you a lot of option on turn3 or later, to dig for the cards you might need/want later on.
- another good choice if you have Springpaw is to keep Timber Wolf, since turn2 Timber Wolf + Springpaw's Lynx is really strong.
owl vs mage, pal, priest, warrior)

I would not recommand to keep Kill Command or any of the 8 cards in the deck that cost 4mana or more in the Mulligan.

So, the general idea is to focus on getting a good curve with multiple key possibilities, as this deck's goal is to win as soon as possible, before it is too late, dodge board clears, and avoid or kill big taunt effectively.
since 22 of the 30 cards are 3 mana or less, and only 4 cards are higher than 4 mana you're almost guaranteed a 3 mana or less card when you rotate a card in mulligan.

Springpaw and Hench-Clan Hogsteed have great synergy with Headhunter's Hatchet, Scavenging Hyena and Dire Wolf Alpha.
this is the most important part of the game, turn1 and turn2, if you get great value from them, then it's all about figuring which deck you are facing and play around cards that could ruin your game before you are able to bring your opponent low enough to finish it with hero power and some burst you can draw.

if you have a little more budget, I could see Shimmerfly and/or Revenge of the Wild in this Aggro version of Hunter.
if so, I would rotate out either Timber Wolf, Dire Frenzy, Houndmaster, Dire Wolf Alpha or Ironbeak Owl.
I think I would put only 1 Revenge of the Wild since I believe 2 might be risky to end up with a bad hand, sometime.

and for those who wonder why Leeroy Jenkins is not in this list, it's only because this is a budget decklist :D 
I do recommand using it, and recommand switching it with Savannah Highmane
