I made this deck right after the nerfs because I crafted an Odd Paladin deck about an hour before Level Up! got nerfed, so I had a Baku the Mooneater in my collection and no deck around it.
This deck was getting me consistent wins in Rank 5 - I've climbed from Rank 5 0 stars to Rank 3 in a few hours! I've been updating it throughout the changing meta to try and keep it relevant, or at least consistent, and still having the main core of a dragon synergy as well as a strong tempo game up to turn 7.
EDIT 1: -2x Crypt Lord -1x Chief Inspector; +2x Hench-Clan Thug +1x Spirit of the Raptor
I made this change because I felt that the Crypt Lord was too slow and was my weakest card on Turn 3, so I added the Hench-Clan Thug as it could work really well with the hero power. Additionally, I changed out a Chief Inspector for a Spirit of the Raptor as I often trade with my face in the early game so it could potentially draw me a card or two.
EDIT 2: -2x Hench-Clan Thug; +2x Glacial Shard
While strong in theory, the Hench-Clan Thug was poor in practice and was too slow to be worth keeping in the deck. I've opted for the Glacial Shards to replace them as they're a good early-game tool to help prevent the opponent from trading and allows for you to have a strong early board.
EDIT 3: -2x Mounted Raptor -1x Chief Inspector -1x Cobalt Scalebane -2x Crowd Roaster; +2x Blackwing Technician +1x Loatheb +1x Dr. Boom +2x Fire Fly
A massive overhaul of the original deck, changing a lot of key dragon synergies and expensive cards such as Crowd Roaster and bringing in more early game cards such as Fire Fly to help improve consistency and tempo. I've replaced Mounted Raptor with Blackwing Technician as I find the better stats to be much more consistent then a random one drop. Replacing a Cobalt Scalebane with Loatheb adds an excellent 5 drop to the deck that can seriously disrupt the opponents gameplan. I've removed my other Chief Inspector as I've not played against any secret decks in so long, so I replaced it with Dr. Boom as he's one of the best cards to play on turn 7.
EDIT 4: -1x Spirit of the Raptor; +1x Ironbeak Owl
I realised that the extra card draw was relatively unimportant, and also that having a 0/3 body is a really dead play. The deck also needed a way to deal with cards such as Voidlord efficiently, so having a minion with Silence is a great pickup for the deck.
Mulligan Guide
Always try and keep Enchanted Raven and Vicious Fledgling; keep Glacial Shard against Paladin, Hunter, Warlock, and Shaman as they're generally the aggressive decks on the ladder (Although Renolock is common up at Rank 5+). Living Roots is always a good keep too.
Play Guide
The perfect curve would be either Enchanted Raven or Fire Fly Turn 1; Hero Power on Turn 2, Vicious Fledgling (Or Hero Power and Glacial Shard if the opponent played a minion) on Turn 3, followed by a Blackwing Technician and any 1-Cost card on 4 and Loatheb on Turn 5. As a general rule though, this deck plays really well as long as no mana is left unspent at the end of each turn (Which is largely the same with almost any deck in Hearthstone)

How is the deck doing currently and any substitutes for Dr.Boom?
I'll be honest, the deck got ruined most games so I took out the dragon package altogether. Results were better, but nothing special (I tend to win 2 and lose 1 a lot) and I stopped enjoying playing it after a while. As for the Dr. Boom replacement, Stormwind Champion isn't a bad shout actually but I'm sure it'll do well.
This is the decklist that I've been using recently - I didn't update this as the deck kinda lost its whole identity when the dragons were removed, but its not too bad.

A dragon package in druid seems very odd (buh dum tiss)
I feel like that could easily be replaced with a pirate package and be better, but I'll try it out vanilla before changing stuff..
Yeah I'd agree, but thats what I like about it tbh.
I really like dragons and, although they may not fit this deck that well, I find them to be fun and interesting
I played the deck vanilla and to be honest I haven't had this much fun with druid since Force of Roar, he's my only class not at level 60 yet b/c I've always found him to be boring as hell.

edit: I did however take one Crowd Roaster and Chief Inspector out and put in Dr. Boom and Ironbeak Owl, also raid leader is surprisingly good in this deck

Raid Leader seems very out of place.
Double Chief Inspector also seems too much. I mean 80% of the games in rank 5 are against Priest and Shaman. Not Secret decks.
More early game would prolly be a bit better.
I was only going to put in one Chief Inspector but after playing against a secret hunter 3 times in a row before making this deck I decided that two would be better (Although I've not played nearly as many using this deck)
Raid Leader was a card I wanted to experiment with as its a pretty strong aggressive card - its mostly used to give minions that extra push to trade or for lethal (However Savage Roar is better for this)
