Mulligan:
always keep: Acidic Swamp Ooze, Acolyte of Pain
vs aggro: Eternium Rover, Armorsmith, Cleave, Warpath, Fiery War Axe, Blood Razor
vs control: Stonehill Defender
when you have good mana curve against aggro: Cornered Sentry + Drywhisker Armorer (to create a lot of armor)
Upgrades:
There are two ways how to upgrade this deck to find a 'win condition'.
2x Dead Man's Hand - win fatigue
Include a lot of legendaries to generate value:
The Lich King, Ysera, Geosculptor Yip, Grommash Hellscream, Rotface, Scourgelord Garrosh, King Mosh
Interesting Ideas:
(By Pumpkin03) you can add King Togwaggle, Explore Un'Goro and Skulking Geist - this will allow you to turn the whole deck to 1 mana spells that will be destroyed by Skulking Geist. This will destroy your opponent deck and they will be killed by fatigue.
Reported for vote begging through spamming low-effort budget decks. I encourage everyone reading this to do the same, we need to clean up Hearthpwn from these guys.

I dont really know why to go so budget since you get bunch of legendaries on the start and can afford a bit more consistent version with some shield slams, brawls etc. Not to mention if you are lucky and get Dr Boom for free. All this budget thing becomes annoying. Ok, you can have very cheap and consistent hunter, warlock, maybe mage, but control warrior? Seriously? More like a clickbait for me.
"no win condition." It wins through controlling and outlasting the opponent. Hence why this is called a control deck. The people constantly asking "where is the win condition?" are drooling idiots. The win condition is I am alive and you are dead. Is that good enough for you? Fucking hell.
Just controlling and outlasting isn't a win condition though. Every turn your opponent is going to draw into something that can give him an advantage that you can't do anything about. Having a lot of control tools does nothing when your opponent whittles you down with charge minions. The whole notion that control decks need to take things into fatigue are the reason why so many are not in a great state right now. Having some way to close out the game other than having more armor than the enemy will not only make it so games aren't a 30 minute snoozefest, but it also helps you win more games by preventing the opponent from being able to draw every card in the deck. As for the win condition being "I am alive and you are dead", how is the enemy dead what so ever? Against pretty much every control deck I've faced, I've either gotten to the late game being high, if not full health, or I died to turn 3 mountain giants, y'know, an actual win condition.
Don't get me wrong I like control decks and I feel like this is decent for a budget deck (especially considering the fact that warrior is notoriously expensive when it comes to control decks), but it just needs some reliable way to actually finish things.
Well, you can add Togwaggle, Explore Un'Goro and Skulking Geist to beat othrler control decks. In fact this deck does not have a win condition and playing this combo will swap the parts.
I guess people who uptove this don't like winning because this deck has no win condition whatsoever.
If you really want to stay on extreme budget i would at least include 2x Direhorn Hatchling
Pretty sure Control decks are supposed to have a way to win other than "oh god please let this be aggro"
