Alright, maybe I was a bit too serious for fun deck, sorry about it.
Okay, I wanted to give you suggestions, if you want it.
If I were you, I would just remove two Cauldron elemental and add two Earthen Might. With Earthen Might, you're getting elementals from anywhere including mage class, which has insane spell damage elementals and 5 mana 5/5 elemental that draws you a card, or maybe even another Al'akir! You seriously need to add this, as this spell alone can give you more choices of elementals. Otherwise, move on to next one.
I would also replace one Windspeaker with one Windfury spell, imagine on turn 10, buffing any 1 minion with that Windfury spell and play Whirlwind Tempest in a single turn. This is straightforward and simple combo that anyone must be always have if they are running Whirlwind Tempest in their deck.
I don't want to... "overload" this information here, but you're also probably missed few things, which are Menacing Nimbus and Unbound Elemental, but I think they can be ignored for a while now. If you still want an early game support from those guys, maybe I would take away another one of Windspeaker and one of Whirlwind tempest since you have too much windfury. I think one windfury spell and one whirlwind tempest should be enough as they are insanely good with your windfury minions on board already.
All in all, this deck looks playable at best, not competitive, but not garbage either. I'm sure this deck will attract many people who are new to playing shaman class. Great deck for elementals lovers too as those elementals can be a replacement for our missing great elementals from being rotated out into wild format (Fire fly and Kalimos, Primal Lord). Also, great theme deck... I shouldn't have give a negative comment without a good reason.

Earthen Might doesn't fit with the theme of the deck, though, hence why I didn't include it.
looks awesome man. just been getting into shaman again for the first time since old gods. I'm missing some stuff for this, but I am working on getting lots of shaman cards right now, so hopefully I can get the stuff to build this before long.

Seems like fun deck to me, no synergy with Whirlwind Tempest (No windfury) and very slow minion Cauldron Elemental. Dust devil is pretty bad without Snowfury Giant, which the giant is being rotated out into wild format.
All in all, this is not even a functional deck, more like a theme deck. No purpose to play minions I've mentioned about. This author could have clearly made a deck better if he didn't focus on theme deck, and to be honest, this deck could work pretty well by just focusing on overload and elementals being combined.
EDIT: Okay, I may be wrong about on first sentence, but it's still pretty bad.
As with the majority of my decks, fun is the main purpose of them!
