There's nothing about this deck that hasn't been done by the 2000 other versions of it that would lead anyone to believe it obtains a higher WR than the others.

Posted Feb 22, 2018 (Patches Nerf)This is just a Freeze Mage list with some tech options thrown in. Not really what I'd call 'Control'.
Anyway, it works reasonably well I guess.
I think you can improve by cutting:
Kirin Tor Mage,
Firelands Portal,
Eater of Secrets and
Dragon's Fury
for:
Meteor
Second Ice Barrier
Second Polymorph
Sindragosa
That last one is optional and as much a tech choice as Eater of Secrets.
