The buff from a 3/4 for 3 to a 2/3 for 2 changes a bit about the balance here. Getting Sunken Scavenger possibly a turn earlier could matter, but the card itself isn't much more powerful. The 2/3 is still way too slow on turn 2, and the murloc tag doesn't do enough to justify it. That said, Sunken Scavenger is so good that you should probably be willing to compromise. I put the card as slightly above average, as the murloc tag and shuffled card more than make up for the 1 attack drop.
