I think "new" elementals are generated by both battlecry and hero power.
But I have no idea why devs created a separate card for this
It's because unlike the normal Water Elemental, this one has the Knights of the Frozen Throne Background.Still weird though.
Click on the buttons to change the PopCard background.
Click on the button to hide or unhide popcard elements.
