Interesting to note: it might be a bug, but this does *not* trigger "cast when drawn" cards, such as Sunken Vessel from Azsharan Vessel.
How can I get this card? It can not be crafted.

Forget the text - this is a 1 mana 1/3 murloc, and that's already a 6/10. Add a wheel effect and dredge synergy and you have an extremely strong card that can see play in multiple archetypes. Ambassador Faelin especially loves this being played right after, although one does have to be careful that Brann Bronzebeard will cause Finley's effect to fail, as you will simply re-wheel a second time and end up with the same hand you started with.
Why is there a full refund when dusting it? What is the reason behind?
Since he is a reward in the rewards track, he is eligible for a full refund for people who get him as one of their free legendaries or to those who open him in a pack before getting the pass. I got him as one of my free golden legendaries but since I was getting the pass anyways I just got to keep the 3200 dust
Same as secret passage, you keep all the spells
What if you play Evocation and this on turn 3? The spells will stay in your deck? and you end with full hand
actually a really good question! It could be that the spells still vanish, but I believe that you'll still get a 9 card hand :)
Kinda getting tired of Explorers and Horde/Alliance originals, but I'll accept Finley.
Why does he have a snorkel? Isn't he a fish man? Can't all murlocs breathe under water? Please! Someone show that my eyes deceive me!
Let's say it's purpose is to be attached to his eye monocle so it doesn't swim away. Snorkel is useless underwater anyway :/ :)

More cards like this, with interesting mechanics. Great potentials for memes and combo plays.

This is juice in many aggro decks. Empty your hand and then draw 3 for 1 mana with a 1/3 body. This card will be annoying.
